Ultra-Lightweight Camouflage Net System (ULCANS) Increment 1

This combined synopsis/solicitation for commercial items prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

The solicitation number W913E523Q0010 is being issued as a request for quotation (RFQ).

The associated North American Industry Classification System (NAICS) code is: 314910 Textile Bag and Canvas Mills which has a size standard of 500 employees. This requirement is a Total Small Business Set-Aside in accordance with FAR 19.502-2.

The U.S. Army Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) requires the procurement and delivery of Fibrotex USA's Ultra-Lightweight Camouflage Net Systems (ULCANS) Increment I - one (1) Type I General Purpose (Radar Scattering (RS)) and one (1) Type II Communications (Radar Transparent (R/T)), to conduct project field testing in the New England area for the U.S. Army Combat Capabilities Development Command (DEVCOM). No items shall be exported.

The ULCANS are controlled under the International Traffic in Arms Regulations (ITAR) (22 CFR parts 120-130) which is administered by the U.S. State Department. The ITAR governs the manufacture, export, and temporary import of defense articles, the furnishing of defense services, and brokering activities involving items described on the United States Munition List (USML). Only authorized distributors are permitted to provide the requested supplies.

Requirements: The ITAR controlled supplies shall be BRAND NAME to Fibrotex USA's ULCANS as follows:

• One (1) Class 1, Type I, Light/Dark Woodland (NSN 1080-01-677-6912)
• One (1) Class 1, Type II, Light/Dark Woodland (NSN 1080-01-677-6918)

Each system shall include the following:

• One (1) - Hexagon screen
• One (1) - Rhombic screen
• One (1) - Screen carrying case
• One (1) - Repair kit
• One (1) - Technical manual
• One (1) - Graphic training aid

Please reference the attached RFQ for instructions and applicable provisions and clauses. The following factors shall be used to evaluate offers; 1) technical ability of authorized distributor to provide the requested BRAND NAME supplies, and 2) price. Award will be made to the offeror whose quote represents the lowest price technically acceptable (LPTA) offer.
