Background
The UK-Wide Integrated Waste Management Services (IWMS) contract is issued by the U.S. Visiting Forces (USVF) to provide comprehensive waste management services across various locations in the United Kingdom. Work Details
The Contractor shall provide all personnel, equipment, containers, tools, materials, vehicles, supervision, and other items necessary for integrated waste management services at USVF locations including RAF Lakenheath, Feltwell, Mildenhall, Alconbury, Blenheim Crescent, Croughton, Fairford, Molesworth and Welford.

Services include:
- Collection and removal of municipal solid waste (MSW), non-hazardous and hazardous liquid waste.
- Establishment of initial vehicle routes and collection schedules within 30 days post-award.
- Monitoring of container fill capacities during the first 30 days to adjust container sizes or pickup frequencies as necessary.
- Compliance with applicable UK regulations such as The Waste (England and Wales) Regulations and The Environmental Protection Act.
- Provision of site weights and electronic waste tickets for disposal documentation.

Period of Performance
The contract will be performed over a period from May 1, 2027 to April 30, 2032.

Place of Performance
The services will be performed at various USVF locations across the United Kingdom including RAF Lakenheath, Feltwell, Mildenhall, Alconbury, Blenheim Crescent, Croughton, Fairford, Molesworth and Welford.

Bidder Requirements
Bidders must have a valid UK Environment Agency upper-tier waste carrier registration. They must also provide copies of current environmental permits for all proposed disposal facilities or a permit acquisition plan if permits are not currently held. Additionally, bidders should demonstrate experience in managing similar contracts and must have personnel on board during the mobilization period.
