Ubiquitous Technical Surveillance (UTS) Course

Background
The Ubiquitous Technical Surveillance (UTS) Advanced Training Courses are to be provided under a non-personal services Firm Fixed Price (FFP) contract. The UTS environment and big data analytics require the HUMINT enterprise to integrate, deconflict, and evolve US intelligence efforts. The courses aim to teach students signature management focusing on the UTS framework and views of technology as terrain. The Contractor shall teach students to understand the digital landscape, procurement of tech, use of virtual machines, security of mobile devices, use of tech when traveling, and operational planning to incorporate technology.
Participants will gain an understanding of the methods required to procure, install, and operate commercial communications systems effectively and securely to protect their identity, location, and content.

Work Details
The Contractor is required to provide three separate UTS training sessions consisting of:
1. 5-day modified (condensed) content UTS advanced course in Vicenza, Italy
2. 5-day Basic or Foundational UTS course
3. 10-day UTS advanced course at the contractor’s CONUS training location near the National Capitol Region (NCR).
The courses will prepare students to apply skills and techniques required to establish, operate, and maintain secure communications using mis-attributed identities, virtualization, virtual private networks (VPNs), encryption, and passphrases. The Contractor shall develop an effective quality control program to ensure services are performed as per the Performance Work Statement (PWS).

Period of Performance
The period of performance for the courses are as follows:
- Aug 2022 for UTS Advanced Course #1 in Vicenza, Italy
- 22 -26 Aug 2022 for UTS Basic Course #2 at Contractor location near NCR
- 25 Jul -5 Aug 2022 for UTS Advanced Course #3 at Contractor location near NCR.

Place of Performance
Services will be delivered at an OCONUS Government site in Vicenza, Italy, and at the Contractor’s designated CONUS training location near the National Capitol Region (NCR). Student lodging will be funded by the parent unit.
