Background
The contract involves the consolidation of User Activity Monitoring (UAM) requirements for Combatant Commands (CCMDs) and Department of Defense (DoD) 4th Estate components. The goal is to procure a commercial UAM capability to monitor and log anomalous user behavior accessing network and computer systems/endpoint devices. The estimated total value for the entire period of performance including options is $90,476,443. The period of performance (PoP) is a base year from March 16, 2022 through March 15, 2023, with three 1-year option periods through March 15, 2026.

Work Details
The contract requires the procurement of a turnkey UAM capability, including on-site system operations and maintenance services for the CCMDs and 4th estate components. The procurement will consolidate existing UAM contracts for similar services within the DoD 4th Estate and CCMDs currently procured under separate contracts. The contract also involves reviewing DISA’s Market Research Repository, historically similar acquisitions, other recent market research, existing Government-wide acquisition contracts, Federal Supply Schedules, Small Business Administration’s (SBA) Small Business Database, and discussions with knowledgeable individuals in Government and industry.
Market research was performed by means of the SBA Dynamic Small Business Database which yielded one result – Upward Finance (UF), LLC. The total estimated lifecycle value of this requirement is $90,476,443.

Period of Performance
The period of performance (PoP) is a base year from March 16, 2022 through March 15, 2023, with three 1-year option periods through March 15, 2026.
