This market research notice is being conducted by Network Contracting Office (NCO) 17 VHA Regional Procurement Office-West (RPOW) 5441 Babcock Rd. Suite 302, San Antonio Texas 78240 for the acquisition of Clinical Hypnosis Training for VA Clinicians. The Government intends to solely negotiate with The Institute of Trauma Hypnotherapy, LLC(ITIH), 1407 Jefferson St. Chattanooga, TN 37408 for a base plus 1 option year of service. 2. Background and Requirement: The classes needed were developed by ITIH for the National Veterans Administration (VA) Office of Centered Care and Cultural Transformation and ITIH co-owns the copyrights with VA, and is the only provider who can offer these courses. 3. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, Contractors may submit a capability statement, proposal, or quotation which shall be considered by the contracting officer whether to continue with the sole source procurement or to provide for competition. Due to technical issues, please allow additional time if you re using electronic means. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. The Department of Veterans Affairs, NCO 17 will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for contract award. Also, the prospective contractor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor or authorized reseller to the Department of Veterans Affairs for the proposed equipment/system such that OEM warranty and service are provided and maintained by the OEM. Interested parties are encouraged to furnish information by email only in Response to this Intent to Sole Source. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed to Contracting Specialist, Tammy Wilson. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support this requirement. 4. Background

Work Details
The contract involves providing a Clinical Hypnosis Basic Skills Course for VHA clinicians located throughout VISN 17. The course is an eight-week program teaching providers the fundamentals of clinical hypnosis as an adjunct to treatment for stress management, anxiety reduction, and pain management. It includes two eight-week courses consisting of 50 hours of Basic and Intermediate virtual training.
The Basic Training includes weekly self-study components, live webinars, and specific objectives related to stress, anxiety, and pain management. The Intermediate Training also includes similar components with specific objectives related to pain management, anxiety disorders, habit disorders, trauma, insomnia, and medical issues.

Period of Performance
The training period shall be from August 7th, 2024 to February 27th, 2025.
