FY26 VHA OMH Web Based Self-Help Courses for Vets -   2

Background
The Department of Veterans Affairs (VA), specifically the Veterans Health Administration (VHA) Office of Mental Health (OMH), is committed to developing and maintaining self-help programs for Veterans, their family members, caregivers, and other stakeholders.

The goal of this contract is to facilitate outreach and engagement with Veterans who may avoid seeking mental health assistance due to stigma, as well as to complement evidence-based mental health services offered by VA clinicians. This initiative aligns with the VHA Strategic Plan priorities aimed at improving Veterans' mental health and enhancing access to healthcare.

Work Details
The Contractor shall be responsible for the development, content, and maintenance of Self-Help Courses for Veterans. This includes tasks such as:
1. Conducting analysis projects including data collection plans and actionable findings.
2. Developing a detailed design document serving as a blueprint for courses, including objectives, content organization, instructional strategies, and media selection.
3. Creating course storyboards for VA Project Team feedback prior to development work.
4. Developing courseware using HTML5 Responsive Design format ensuring compatibility across devices and compliance with VA Section 508 standards.
5. Coordinating with the VA Program Manager to implement courses and create a Course Landing Page on the VA website.
6. Providing project management including collaborative workspace maintenance, production meetings, and monthly progress reports detailing project status and analytics data.

Services will primarily be provided at the Contractor's location unless travel is required for specific project requirements.

Bidder Requirements
Bidders must demonstrate understanding of usability and accessibility requirements including UX/UI design and mobile responsiveness; provide methodologies used to increase user engagement; show capability in creating content compliant with VA accessibility standards; establish analytics methods for tracking engagement; illustrate effective use of the ADDIE process in course development; and provide staffing résumés that meet minimum qualifications.
