STA Oak Island Windows and Wet Room Renovation

Contractor shall provide all labor, supervision, equipment, and material necessary to seal soffits, replace windows, and renovate the wet room at USCG Station Oak Island, NC. See the attached Statement of Work for project requirements. This procurement is 100% set-aside for Small Businesses using NAICS code of 236220 and size standard of $45M. The Government contemplates award of a Firm-Fixed Price contract resulting from this solicitation. See 52.212-2 for evaluation criteria. All quotes must be submitted by NOON Eastern Time on May 15, 2026, via email to Frank.M.Powers@uscg.mil. Ensure blocks 14 (Include UEI) through 20c of the SF 1442 and pricing are completed before emailing. Questions about this solicitation must be submitted in writing to the Contracting Specialist at the email address listed above, no later than NOON May 8, 2026. An amendment may be posted to clear up any ambiguities and answer all questions at one time. No oral questions will be accepted. All potential quoters are strongly encouraged to visit the site to field verify any/all quantities before submitting quotes. A site visit will be held on May 5 at 1000 at USCG Station Oak Island, 300 Caswell Beach rd. Oak Island NC, 28465. Background

Work Details
The contractor shall provide all labor, materials, and equipment necessary to seal the soffits, replace 16 windows, and renovate the wet room at USCG Station Oak Island. Specific tasks include:
1. Sealing the second deck's soffit edges.
2. Replacing 12 windows on the parking lot side and 6 windows on the ocean side in kind.
3. Boarding up one gable vent to prevent air infiltration into the insulated attic.
4. Installing a new solid soffit on the upstairs room to match existing soffits and painting as needed.
5. Demolition tasks include removing existing windows (18 total), vented soffit, and trim around the gable vent.
6. Installation tasks include infilling the gable vent opening with exterior-grade plywood, applying a waterproof building membrane, re-flashing windows for water tightness, installing new windows and trim that match existing materials and colors, and painting as required.

Period of Performance
The period of performance for this contract is from June 15, 2026, to September 30, 2026.

The construction projects will be performed at USCG Station Oak Island located at 300 Caswell Beach Rd., Oak Island, NC 28465.
