ILEAD Vocational Occupational Assessment RHODES/SADDLER Notice of Intent to Sole Source   2

Background
The Department of Veterans Affairs (VA), through its Regional Procurement Office Central, is seeking to enter into a Sole Source agreement with Gallup for vocational occupational assessments. This initiative is part of the VA Institute for Learning, Education and Development (ILEAD), which aims to enhance talent management within the Veterans Health Administration (VHA) by providing educational services and instruments.

The goal of this contract is to utilize unused assessment codes from a previous contract with Gallup and secure an annual subscription for vocational assessments, which are essential for identifying and developing employee and leadership talent across various levels.

Work Details
The contractor shall provide access to an administrator platform that enables self-managed code allocation, building and accessing group and individual user reports, raw data extraction, and assignment of users to designated reporting groups. Additionally, the contractor must offer access to skills-based vocational assessments that deliver insights on key career strengths such as problem-solving, continual learning, team-building, accountability, decisiveness, and integrity/honesty.

The assessments will provide developmental feedback for users to inform their career paths. Specific tasks include:
1) Administrator access for overseeing assessment tool code allocation;
2) Individualized electronic reports for each user with assessment results;
3) Ability for administrators to extract raw data in Excel or .csv format;
4) Optional training for administrators on accessing/resetting codes or extracting reports;
5) Delivery of user reports within 24 hours post-assessment completion;
6) Group data extraction within 48 hours;
7) Optional provision of up to 3,000 skills-based vocational assessments within 15 days after award.

Period of Performance
The period of performance shall be for twelve (12) months with four additional optional periods of twelve months each.

Place of Performance
Work shall be performed at the Contractor’s site.

Bidder Requirements
Bidders must demonstrate capability in providing the required vocational assessments.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent based on prior contract 36C24624P0250 awarded to Gallup for Clifton Strengths talent assessment and Gallup training (full catalog base plus option years) valued at $185,042 for a 12/01/23–11/30/25 period. The current requirement similarly seeks access to Gallup vocational occupational assessment tools, including an administrator platform for code allocation and reporting, along with skills-based assessment outputs and optional training. The use of “unused assessment codes” from the prior Gallup effort suggests the new subscription and reporting functions are a continuation or expansion of the same assessment catalog and delivery approach.
