Background
The Department of Veterans Affairs (VA) is issuing a contract for Personalized Career Planning and Guidance Services (PCPG) under Chapter 36. The mission of this contract is to provide comprehensive career counseling and educational support to veterans and service members, facilitating their transition to civilian careers or further educational opportunities. The goal is to enhance the effectiveness of the VA's educational and career counseling services through measurable outcomes and continuous improvement.

Work Details
The contractor will refine metrics based on the program being measured, utilizing resources such as customer surveys, user feedback, and documented process challenges. Key tasks include:
- Supporting program managers in identifying appropriate metrics and new collection sources.
- Translating complex concepts into understandable ideas.
- Implementing quality improvement processes and communicating efforts to stakeholders.
- Providing various reports including PCPG District Utilization Analysis, Monetary Analysis, Impact Statements, Trend Reports, and Quality Assurance Reports.
- Establishing Key Performance Indicators (KPIs) focusing on employment outcomes, education outcomes, program engagement, participant satisfaction, service delivery metrics, and improved outcomes for special populations.
- Utilizing tools such as VA’s Case Management System for tracking participant progress and implementing data visualization dashboards.
- Conducting regular follow-ups with participants at 3, 6, and 12 months to measure outcomes and gather feedback through surveys.
- Ensuring staff training on KPI objectives and data collection methods while maintaining accountability through performance evaluations.

Period of Performance
The contract will be performed over a specified period that includes ongoing assessments and reporting cycles.

Place of Performance
The services will be performed at various locations as determined by the needs of the veterans served.
