Student ELA and Math Assessments for BIE

Background
The Bureau of Indian Education (BIE) is responsible for providing quality education opportunities from early childhood through life, as outlined in 25 CFR Part 32.3. The goal is to address the educational needs of Indian tribes and Alaska Native villages while supporting their cultural and economic well-being.

BIE requires student assessments for English Language Arts (ELA) and Mathematics for the upcoming 2026/2027 school year, which will be used for reporting and accountability purposes.

Work Details
The contractor will provide student assessments aligned with BIE's standards in ELA and Mathematics for K-12 students attending BIE-funded schools. For the base year, a Commercial Off-the-Shelf (COTS) assessment must be proposed, with the potential for customization or development of new assessments in option years. The contractor will manage all necessary licenses for COTS assessments.

Specific tasks include:
1. Provide ELA assessments for K-12 students.
2. Provide Mathematics assessments for K-12 students.
3. Ensure compliance with all contract attachments and requirements.

Period of Performance
Base Year: October 1, 2025 – September 30, 2026; Option Year 1: October 1, 2026 – September 30, 2027; Option Year 2: October 1, 2027 – September 30, 2028; Option Year 3: October 1, 2028 – September 30, 2029; Option Year 4: October 1, 2029 – September 30, 2030.

Place of Performance
Services will be performed at locations associated with BIE-funded schools.
