Description

Purpose:

This is a synopsis for the procurement of an estimated quantity of two hundred and seventy-eight (278) 7 Meter (7m) Rigid Inflatable Boats (RIBs) over the next five (5) years under a Firm Fixed Price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ) contract to replace the current equipment over the next five (5) years. The Naval Sea Systems Command (NAVSEA) intends to issue an RFP no later than 15 May 2020 with proposals being due 45 days from RFP release.

The resultant contract will have a base year and four subsequent option years to procure the boats. Award will be made to a single Offeror who offer represent the Best Value to the Government using trade off process. The minimum guarantee for the awarded contract will be fifty-seven (57) boats.

Description & MISSION PROFILE:

The 7m RIBs will be built to commercial standards and practices using Government specified requirements focused on key hoisting weight and ship compatibility constraints. The acquisition approach will address Total Ownership Cost (TOC) emphasizing commonality with previously acquired 7m RIBs and standardization of equipment throughout the Class to reduce Life Cycle costs. The boats will be procured using a small business set-aside in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items under NAICS code 336612.

The primary mission of the 7m RIBs is to serve as the Ready Service Life Boat on USS Navy Ship's. The RIBs are multi-purpose platforms with several secondary missions, including Anti-Terrorism/Force Protection (AT/FP) operations, Search and Rescue (SAR) operations and Vessel Boarding, Search and Seizure (VBSS) and Maritime Interdiction Operations (MIO).

One of the operational requirements for shipboard RIBs is that each boat must be carried aboard and deployed from its mother ship. In order to meet the deployment requirement, each boat must be compatible (within weight limitations) with existing shipboard handling (launch and retrieval) and stowage systems (davits).

In addition to the standard 7m RIB single point (four leg) soft sling hoisting system (rated for 5,600 lb.), the 7mRX (LPD-17 variant) is also equipped with a single point lift frame with a Cranston Eagle hook that interfaces to the Positive Control Derrick Head (PCDH) used on the LPD-17's Allied crane and Caley davit systems. The PCDH interface minimizes the need for line handlers and enables the crew to significantly reduce boat launch and retrieval times on LPD-17 Class ships.

The Navy is also pursuing a US Coast Guard Approved SOLAS 7m Rescue Boat that complies with 46 CFR 160.156 (which incorporates SOLAS/Life Saving Appliance code design and testing requirements). The SOLAS Rescue Boat will be the standard rescue boat outfitted on Military Sealift Command (MSC) vessels which carry USCG Certificate of Inspections (COI), and are subject to the SOLAS requirement to carry an approved Rescue Boat. To maximize commonality, the TDP for the SOLAS rescue boat will be a variant of the Std 7M RIB and as similar as possible while still meeting SOLAS requirements.

7m RIB Key Characteristics:

  • Fiberglass Reinforced Plastic (FRP) - approximately 24 ft. in hull length, 9 ft. maximum beam.
  • Hoisting weight maximum - 5,600 lbs.
  • Inboard diesel w/ Mercruiser outdrive
  • Gun mount
  • Man overboard Indicator (MOBI) system
  • Integrated electronic navigation system
  • Integral hoist and tow fittings
  • Cranston eagle hook (LPD-17 variant)
  • Modified features for SOLAS variant
