THIS IS A SOURCES SOUGHT NOTICE (SSN) ONLY. THIS IS NOT A REQUEST FOR PROPOSALS (RFP). THERE WILL BE NO SOLICITATION AVAILABLE AT THIS TIME.

This notice is a market research tool being used to determine the availability and adequacy of potential sources, particularly small businesses, prior to determining the method of acquisition and issuance of solicitation or notice of intent to sole source.

Introduction:

The U.S. Navy Medicine Command Portsmouth (NMCP) has a requirement for a non personal service and maintenance contract for designated, Government-owned Philips Healthcare, IntelliVue MP5, Monitoring System, Physiologic Acute Care, Monitor, Bedside Physiologic Modular, IntelliVue Multi-Measurement Server 19 Display, IntelliVue MP30, Flexible Modular Server, IntelliVue MP70 Touchscreen, IntelliVue MP50, IntelliVue MX40 1.4 GHz Smart Hopping, Remote Antenna, Animation Synch Unit Assy, H10 PC Hardware, H20 UPS Hardware, Smart Hopping 1.4 GHz AP, Smart Hopping APC and Hemodynamic Measurement Server according to this PWS. A full equipment list may be provided to responders upon request. Maintenance and support shall be provided for a one (1) year period of performance with four (4) subsequent option years.

Scope. The Contractor shall provide parts only maintenance service for items in the Performance Work Statement (PWS), to be provided to responders upon request. The Contractor shall provide full maintenance support for the items listed in the PWS and all support items and components. The Contractor shall not compromise the manufacturer's warranty. Full Maintenance services shall include on-site corrective repairs, normal working hour coverage (8:00 A.M. to 5:00 P.M. (EST) Monday through Friday excluding Federal holidays) and 24-hour emergency service and routine preventive maintenance services to Department of Defense owned equipment (equipment list may be provided to responders. Full Service shall include all systems, subsystem components, and assemblies (i.e., Contractor is responsible for total maintenance of entire system). All maintenance requirements shall apply to hardware, firmware, and software, as appropriate, unless otherwise stated. The Contractor shall maintain the systems within the original equipment manufacturers (OEM) specifications, in accordance with all U.S., State, and Local laws and regulations, U.S. Navy / Defense Health Agency (DHA) regulations, instructions, and Joint Commission requirements. The Joint Commission's requirements are specified in its Comprehensive Accreditation Manual for Hospitals (CAMH), readily found on https://www.jointcommission.org/. U.S. Navy / DHA regulations and instructions will be made available upon request. The Contractor shall maintain any networkable systems such that they meet Navy and DHA Cybersecurity requirements.

Background
The U.S. Navy Medicine Command Portsmouth (NMCP) is seeking to establish a non-personal service and maintenance contract for designated, Government-owned medical monitoring equipment from Philips Healthcare.
The goal of this contract is to ensure the proper functioning and maintenance of critical medical devices used in patient monitoring, thereby supporting the mission of providing high-quality healthcare services within the Department of Defense.

Work Details
The Contractor shall provide parts only maintenance service for items listed in the Performance Work Statement (PWS).
Full maintenance support includes on-site corrective repairs, normal working hour coverage (8:00 A.M. to 5:00 P.M. EST Monday through Friday excluding Federal holidays), 24-hour emergency service, and routine preventive maintenance services for Department of Defense owned equipment.
The Contractor is responsible for total maintenance of entire systems, including hardware, firmware, and software, ensuring compliance with OEM specifications and all relevant laws and regulations.
Maintenance services must meet Navy and DHA Cybersecurity requirements. Field Service Engineers must be OEM-certified and possess sufficient experience in maintaining the specified equipment.
Corrective maintenance includes repairs due to normal wear and tear and must be performed within the original manufacturer's specifications. Software maintenance is also included, with updates performed as required by FDA or manufacturer safety-hazard recalls.

Period of Performance
Base Year: August 2026 – August 2027; Option Year 1: August 2027 – August 2028; Option Year 2: August 2028 – August 2029; Option Year 3: August 2029 – August 2030; Option Year 4: August 2030 – August 2031.

Bidder Requirements
The Contractor must be an OEM-certified service provider with Field Service Engineers authorized by the OEM to perform required maintenance services.
Engineers must have current OEM-certification level training on all devices listed in the equipment list provided upon request.
Experience of at least three years working on a class of equipment or over one year on specific makes/models is required. Contractors must ensure that individuals employed are authorized to work in the United States.
