NOTE THIS IS NOT A SOLICITATION FOR PROPOSALS. THIS SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY.

This synopsis is issued in accordance with FAR Subpart 5.2.

This notice synopsizes the proposed contract action for a basic ordering agreement (BOA) for the the procurement of Sustaining Engineering and Logistics Support (SELS) for the Ground/Air Task Oriented Radar (G/ATOR) program. The complete pre-solicitation notice is attached.

Background
The U.S. Marine Corps, through the Program Executive Officer Land Systems (PEO LS) based in Quantico, VA, is planning to enter into sole source negotiations for a Basic Ordering Agreement (BOA) with Northrop Grumman Systems Corporation (NGSC). This contract aims to provide Sustaining Engineering and Logistics Support (SELS) for the Ground/Air Task Oriented Radar (G/ATOR) program.

The initiative is part of the Marine Corps' mission to ensure operational readiness and effectiveness of their radar systems.

Work Details
The BOA will encompass a range of tasks including:
- resolution of warfighter reported problems;
- engineering changes;
- contractor logistics support;
- depot life cycle support;
- Software Support Activity support;
- addressing Diminishing Manufacturing Sources and Material Shortages;
- technical refresh;
- conducting studies and analyses.

Additionally, the contract will involve services for retrofitting six fielded Gallium Arsenide (GaAs) G/ATOR Low Rate Initial Production (LRIP) systems with Gallium Nitride (GaN) technology. It will also cover operational spares purchases, software development for current and future radar systems, and accommodation for the 5G America’s Mid-Band Initiative Spectrum.

Period of Performance
The estimated period of performance for this contract is approximately 60 months, beginning in the third quarter of Fiscal Year 2026.

Place of Performance
The work will primarily be performed at Northrop Grumman Systems Corporation's facility located at 7323 Aviation Blvd, Baltimore, Maryland.
