U.S. Flag Tugs for Naval Base Guam

Background
The Military Sealift Command (MSC), Special Mission Program Management Office, located in Norfolk, VA, is seeking information regarding the cost and availability of two U.S. flag tractor tugs for Naval Base Guam. This request is part of an upcoming option period for an existing contract and aims to fulfill requirements that cannot be met by government-owned or controlled vessels.

Work Details
The contractor will provide two time-chartered U.S. flag tugs to deliver harbor support services and ship handling at Naval Base Guam. The scope includes: towing, twisting, mooring, berthing, docking, streaming, shifting, assisting, pulling, and escorting various vessel types including barges and submarines.

The tugs will also facilitate transfers of pilots and government personnel and provide emergency support services for various incidents such as weather conditions, shipboard fires, oil spills, and search-and-rescue operations. The tugs must be available 24/7 with a response time of 15 minutes during straight time and 60 minutes after hours. The contract type is firm fixed price with reimbursable fuel.

Period of Performance
The contract period of performance will commence on 31 March 2025 and end on 30 March 2026, with an option period extending from 31 March 2026 to 28 February 2027.

Place of Performance
The place of performance is Naval Base Guam and the surrounding navigable waters including all of Guam Island.
