Description

The vendor shall provide

  1. Alarm installation and maintenance services:
    1. One quote, for service provider owned alarm systems completely provided and maintained from the service provider; or
    2. One quote, for service provider owned communications modules to be installed in existing AES 5100 and 6100 systems. (This communications module must be able to communicate with service providers monitoring center.
  2. Provision of Central Alarm Monitoring System (CAMS) Monitoring Services. This is defined as an alarm system that also makes the intrusion known at another location by means of an automatic telephone dialer, wired connection or by radio transmission to a central monitoring location. CAMS must be monitored 24/7 and have a 24/7 dedicated response, i.e. Local Guard Mobile Patrol or a commercial security response company. The response service does not need to be armed with firearms.
Background
The U.S. Embassy in Antananarivo, Madagascar, is seeking to contract for Central Alarm Monitoring Services (CAMS) to enhance security for its residential properties.

The goal of this contract is to ensure a reliable alarm system that provides 24/7 monitoring and response capabilities, thereby supporting the embassy's mission to maintain safety and security for its personnel.

Work Details
The contractor shall provide the following services:

1. Alarm installation and maintenance services, including:
a. A quote for service provider-owned alarm systems fully provided and maintained by the service provider;
b. A quote for service provider-owned communications modules to be installed in existing AES 5100 and 6100 systems, ensuring compatibility with the monitoring center.

2. Provision of Central Alarm Monitoring System (CAMS) Monitoring Services, which includes:
a. An alarm system that alerts a central monitoring location via automatic telephone dialer, wired connection, or radio transmission;
b. Continuous monitoring (24/7) with dedicated response services from Local Guard Mobile Patrol or a commercial security response company;
c. Monthly reporting of incidents involving CAMS notifications, including burglaries and thefts;
d. Management of defective alarms with repair or replacement timelines;
e. Appointment of a CAMS Manager responsible for overseeing daily operations and coordinating tests of alarm systems.

Period of Performance
The contract will commence upon issuance of the Notice to Proceed and will last for an initial period of 12 months, with three optional renewal years available.

Place of Performance
Services will be performed at various residential locations associated with the U.S. Embassy in Antananarivo, primarily in the Ivandry area.
