Amendment 0002: The purpose of this amendment is to revise Attachment 2, to clarify the period of performance, and to provide Questions and Answers.

Amendment 0001: The purpose of this amendment is to include the local Wage Determination for this requirement.

This is a solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.2, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is 70B03C25Q00000116 and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses (including Attachment Two to the solicitation) are those in effect through Federal Acquisition Circular 2024-06. The associated NAICS code for this procurement is 561710 (Extermination and Pest Control Services) with a small business size standard of $17.5 Million Dollars. This requirement is a Small Business set-aside, all qualified bidders may submit quotes.

The U.S. Customs and Border Protection (CBP), United States Border Patrol (USBP) Tucson Sector has a requirement for Pest Control Management Services. The Contractor shall provide Integrated Pest Management (IPM) services to prevent and control a wide variety of arthropod and vertebrate pests including but not limited to cockroaches, termites, ants, fleas, stored product pests, mosquitoes, mice, rats, bats, bees, and wasps at all U.S. Border Patrol Tucson Sector as identified in section 7. The scope of this contract is to establish an environmentally sound and effective IPM program to prevent general arthropod and vertebrate pests and disease vectors from adversely affecting USBP installation operations. Services are required at the twenty-three (23) USBP locations identified in the attached Statement of Work.

Quote submissions must be submitted only by email to the Contracting Officer: Christopher Shaw at: christopher.j.shaw@cbp.dhs.gov Subject line of the email should read: 70B03C25Q00000116 Quotation Submission: USBP Tucson Pest Control Services All quote pricing must be valid for up to 60 calendar days after close of the solicitation.

Interested Quoters must submit any questions concerning the solicitation at the earliest time possible to enable the Government to respond. Questions must be submitted directly to the quote submission point of contact as indicated above. Questions not received by the question submission deadline of: Tuesday, March 3, 2025 at 10:00 AM PDT may not be considered.

In Accordance with Executive Order (E.O.) 14173, Ending Illegal Discrimination and Restoring Merit-Based Opportunity, and E.O. 14168, Defending Women From Gender Ideology Extremism and Restoring Biological Truth to the Federal Government, Section 2 of the E.O. 14148, Initial Rescissions of Harmful Executive Orders and Actions, which revoked E.O. 14057 and Section 2 of the E.O. 14208, Ending Procurement and Forced Use of Paper Straws," the following is included in this solicitation.

System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations, including 52.223-22, Public Disclosure of Greenhouse Gas Emissions and Reduction Goals Representation, and paragraph (t) of 52.212-3, Offeror Representations and Certifications Commercial Products and Commercial Services. Components shall not consider or use these representations.

Contracting officers will not consider the following representations when making award decisions or enforce requirements:

Paragraph (d) and (t) of 52.212-3, Offeror Representations and Certifications Commercial Products and Commercial Services;

Paragraphs (b)(33), (b)(34), (e)(1)(ix), and (e)(1)(x) of 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Products and Commercial Services. Additionally, per this deviation, in paragraph (b)(46), E.O. 14057 does not apply;

Paragraphs (e)(1)(ii)(I) and (e)(1)(ii)(J) of Alternate II of 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders Commercial Products and Commercial Services; and

Paragraphs (a)(1)(vii) and (a)(1)(viii) of 52.213-4, Terms and Conditions Simplified Acquisitions (Other Than Commercial Products and Commercial Services). Additionally, per this deviation, in paragraph (b)(1)(xvii), E.O. 14057 does not apply.

Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM.

Background
The U.S. Customs and Border Protection (CBP), United States Border Patrol (USBP) Tucson Sector requires Pest Control Management Services.

The goal of this contract is to establish an environmentally sound and effective Integrated Pest Management (IPM) program to prevent and control a variety of pests that may adversely affect USBP installation operations.

Work Details
The Contractor shall provide Integrated Pest Management (IPM) services to prevent and control a wide variety of arthropod and vertebrate pests including, but not limited to, cockroaches, termites, ants, fleas, stored product pests, mosquitoes, mice, rats, bats, bees, and wasps.

Services are required at twenty-three (23) USBP locations as identified in the attached Statement of Work. The scope includes establishing an effective IPM program to mitigate pest-related issues.

Period of Performance
The period of performance for this contract is from April 1, 2025 through March 31, 2026.

Place of Performance
Services will be performed at various locations within the Tucson Sector of the U.S. Border Patrol.
