Background
The U.S. Customs and Border Protection (CBP) Office of Trade (OT) is responsible for consolidating trade policy, program development, and compliance measurement functions. The goal of this contract is to promote trade facilitation through partnership programs that streamline the flow of legitimate shipments and foster corporate self-governance to achieve compliance with trade laws and regulations.

Work Details
The contractor will provide access to an online database of domestic and international trade shipments data, which will serve as a trade analysis platform. This platform must include:
1. Detailed information on U.S. and foreign companies engaged in international trade, including contact information for shippers, importers, brokers, and consignees.
2. Information on trade activities such as imports and exports by commodity type, bills of lading, manifest data, container numbers, and U.S. Dollar Import Value.
3. Latest attainable import/export trade activity from China, India, Mexico, and the United States; additional data from other countries is optional.
4. A frequently updated database with the latest available data.
5. The ability to analyze commodity trends over time.
6. Querying capabilities by geographic regions, countries, local areas, cities, ports, HTS Code identifiers (6-10 digits), and other shipment information.
7. Data visualization tools for analytical purposes.
8. An easy-to-use online platform for conducting queries and generating reports accessible from any internet-enabled device.
9. Unlimited user access via email addresses.
10. Training for end-users to ensure understanding of system functionality including a basic user guide before transition and up to two super-user training sessions in Washington, DC.

Period of Performance
The contract is effective from May 26, 2025 through May 25, 2026 with four one-year options.

Place of Performance
The services will be performed online; however, training sessions may take place in Washington, DC.
