The purpose of this solicitation amendment is to provide answers to timely submitted questions by Phase II Offerors. All questions received, and Government answers, have been included as 2.5.1 70B06C24R00000019 A00003 Attachment 4- Phase II Q&A.xlsx.

All Phase II Offerors written submissions are due July 8, 2024 at 5PM ET. Submissions shall be sent to the Contract Specialist Jared A. Tritle at Jared.A.Tritle@cbp.dhs.gov.

The purpose of this solicitation amendment is to clarify the Government's response to Question #97 as listed in 2.5.1 70B06C24R00000019 A00001 Attachment 3- Q&A.xlsx.
The original response answered in the affirmative that the Government require at least one prior experience to be one in which the prime offeror partnered with a proposed subcontractor.
After further consideration of the question and reviewing the original solicitation instructions, CBP is emphasizing experience with teaming arrangements with proposed partners, but CBP does not require that stated experience(s) include proposed partners who previously worked with the offeror as part of the experience cited. However, if proposing a teaming arrangement, the offeror does need to include prior at least one experience sample to include prior teaming arrangements, if any.
This does not result in any change to the RFP documents. Phase I submission deadline remains Wednesday, May 29, 2024 at 10am ET.

Background
This is a Request for Proposals (RFP) for the CBP Office of Trade (OT) Professional Workforce Support Services (PWSS). The U.S. Customs and Border Protection (CBP) Office of Trade (OT) is seeking professional workforce support services.

Work Details
The scope of work includes various tasks such as strategic planning, analysis of mission, program goals and objectives, program evaluations, organizational performance assessment, training, consulting, and compliance with security controls. Resumes are required for all personnel assigned to this contract and subsequent task orders. Background investigations are required for all contractor personnel. The contractor shall plan for and support the smooth and effective transition onto the performance of this effort after which the contractor shall be held to the performance objectives and standards outlined in the SOW 10 business days after the kick-off meeting.

The incoming transition plan shall include a detailed summary of all transition events, on-boarding plans for key and non-key personnel, government furnished equipment/information requirements, knowledge transfer, transition assurance, and transition completion confirmation.
