4/20/2017 - Initial Posting:
U.S. Customs and Border Protection (CBP) contemplates a solicitation of offers in response to a future Request for Proposal (RFP) HSBP1017R0029 for National Recruitment & Hiring. An Executive Order issued on January 25, 2017, Titled: "Border Security and Immigration Enforcement Improvements," directed that all appropriate action be taken for CBP to hire 5,000 border patrol agents.

The requirement is to conduct recruiting and to support hiring activities (including but not limited to applicant testing, screening for suitability, and application process streamlining) for thousands of Border Patrol Agents over the next several years. Competitive offerors will be able to provide research and analytics driven marketing, advertising, and recruitment services. The requirement will include the development of targeted marketing and advertising campaigns, and of recruitment strategies that effectively identify top-quality applicants who can meet very challenging standards and requirements related to integrity, conduct, physical fitness, and analytical skills.
The RFP posting date has not been set but is anticipated in the coming weeks.
5/12/2017 - Update:

Attached is the draft statement of objectives (SOO) for the anticipated CBP National Recruitment & Hiring acquisition. The draft SOO was developed in part based on responses received from the request for information (RFI) "CBP-HRM-RFI" that closed on March 20, 2017.

The purpose of posting the draft SOO is to afford the vendor community an opportunity to provide feedback on the requirement before the request for proposal (RFP) is issued.

CBP is still developing the acquisition strategy and anticipates finalizing the acquisition strategy after reviewing the responses received to this notice.

No date for the RFP issuance has been set.

Interested parties can email their questions and comments on the draft SOO to PROC-MSCD@cbp.dhs.gov by Friday, May 26, 2017.

The solicitation is posted as of today. Please see the attached Request of Proposal (RFP) and all attachments for further information.
Questions are due to PROC-MSCD@cbp.dhs.gov no-later-than July 17, 2017 at 3:00 PM EDT.
Proposals are due to PROC-MSCD@cbp.dhs.gov no-later-than August 8, 2017 at 12:00 PM EDT.
Attachments 8-12 to the solicitation are considered sensitive and can only be accessed once a non-disclosure form is completed. Please see section 1.1 of the Addendum to FAR 52.212-1 on page 49 of 71 of the solicitation for further instructions.

Amendment 0001 is posted with updated Attachment 13 - Past Performance Questionnaire, with correct submission date of August 8, 2017 by 12:00 PM EDT. Please see amendment 0001 and updated Attachment 13 for further detail.
7/18/2017 Update:
Amendment 0002 is posted to provide notice to all currently known parties, all prospective offerors, and other persons that an appeal of the North American Industry Classification System (NAICS) code designated in the solicitation was filed with the U.S. Small Business Administration (SBA), Office of Hearings and Appeals (OHA) on July 17, 2017. Please see the amendment 0002 for further detail.
7/19/2017 Update:
Amendment 0003 is posted to provide a copy of the Notice and Order received from SBA OHA.
7/21/2017 Update:
Amendment 0004 is posted to lift the suspension of the deadline for submission of proposals put in place by Amendment 0002. The stay of the solicitation remains in effect.
07/26/2017 Update:
Amendment 0005 is posted to provide a copy of the updated Order received from SBA OHA.
Amendment 0006 is posted to provide responses to questions asked by potential offerors as well as provide an updated Attachment 1 - SOO and Attachment 2 - Pricing Schedule. Please see amendment 0006 and associated attachments for further details.
08/04/2017 Update:

Amendment 0007 is posted to change the NAICS code from 541612 to 561311 and the stay of the solicitation is lifted.
The closing date and time for proposal submission remains unchanged.
