The purpose of this amendment is to provide Government responses to questions submitted by interested offerors to the Government regarding the solicitation. Reference 2.5.1 70B06C24Q00000179 A0001 Attachment 4- Question & Answer.pdf for all questions submitted with Government responses, to include the summary of changes to the solicitation.

Also attached to this amendment is a revised Statement of Work, which is labeled 2.5.1 70B06C24Q00000179 A0001 Attachment 1- Statement of Work.pdf. This document shall replace the original Statement of Work from the solicitation in its entirety. Changes from the original Statement of Work are notated in red.

Finally, attached to this amendment is a revised solicitation Section III.2 Evaluation Factors and Basis for Award, which specifically addresses changes to the Pass/DQ evaluation criteria for the Suppressor Adapter. This document is labeled 2.5.1 70B06C24Q00000179 A0001 Section III.2 Evaluation Factors and Basis for Award.pdf. Changes from the original Section III.2 are notated in red.

This is a Request for Quote (RFQ) to establish a single-award Indefinite Delivery, Indefinite Quantity (IDIQ) contract with firm, fixed pricing for firearm suppressors to support the U.S. Customs and Border Protection (CBP), Law Enforcement Safety & Compliance (LESC) Directorate. See 70B06C24Q00000179 Attachment 1- Statement of Work.pdf included herein for a description of supplies to be provided under this solicitation.

This acquisition is being conducted in accordance with FAR Part 12- Acquisition of Commercial Products and Commercial Services and Part 13- Simplified Acquisition Procedures as authorized by FAR Subpart 13.5 for acquisitions exceeding the Simplified Acquisition Threshold (SAT) of $250,000.00 yet less than $7,500,000.00. This solicitation is expected to result in a single award to include all supplies.
The estimated ordering period for the resultant contract(s) is estimated to be September 1, 2024 through August 31, 2029. The contract(s) will will establish five, one-year ordering periods for pricing purposes to allow quoters to build in escalated pricing in the out years, at their discretion.

Background
This is a Request for Quote (RFQ) to establish a single-award Indefinite Delivery, Indefinite Quantity (IDIQ) contract with firm, fixed pricing for firearm suppressors to support the U.S. Customs and Border Protection (CBP), Law Enforcement Safety & Compliance (LESC) Directorate. The acquisition is being conducted in accordance with Part 12- Acquisition of Commercial Products and Commercial Services and Part 13- Simplified Acquisition Procedures as authorized by Subpart 13.5 for acquisitions exceeding the Simplified Acquisition Threshold (SAT) of $250,000.00 yet less than $7,500,000.00.

Work Details
The scope of work includes the procurement of rifle suppressors in support of the mission of officers and agents within U.S. Customs and Border Protection (CBP), as well as other agencies both within and outside of the Department of Homeland Security (DHS). The contractor is required to provide rifle suppressors that are fully compatible with all CBP duty .223 and 5.56 NATO ammunition, fully compatible with CBP service issued 5.56mm M4 platform rifles, and capable of supplying either standard or mini 5.56 rifle suppressors that mount to specific muzzle adapters.
The contractor must also adhere to specific technical and administrative requirements such as sound suppression levels, functionality/dependability testing, preventative maintenance schedule, quality assurance and standards including ISO certification, and warranties.

Period of Performance
The estimated ordering period for the resultant contract(s) is estimated to be September 1, 2024 through August 31, 2029.

Place of Performance
The geographic locations for delivery may include centralized shipping locations or individual locations throughout the CONUS, Alaska, Hawaii, Guam, US Virgin Islands, and Puerto Rico.
