Description

The Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP) intends to solicit proposals in response to Request for Proposals (RFP) 70B06C25R00000019 for Laboratory and Scientific Services Directorate forensic laboratory information management system (LIMS). The Government anticipates making a single firm, fixed price contract award resulting from this solicitation. The anticipated contract will be issued with a period of performance of one (1) year with nine (9) option years. All required supplies and services are detailed in the attached DRAFT Statement of Work, which will be included with the RFP.

The RFP will be issued as FAR 15 competitive, unrestricted solicitation. The associated North America Industry Classification System (NAICS) code is 513210 (Software Publishers). The SBA size standard is $47.0M. The solicitation documents will be issued on or about March 5, 2025 with Phase I submissions due date approximately March 30, 2025. Final dates will be dependent on solicitation release and are subject to change up or down. Disregard any dates in the DRAFT RFP as they will change.

Potential offerors MUST register at SAM.gov in order to receive notification and/or changes to the solicitation. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package.

To promote transparency and provide an opportunity for industry feedback, find attached to this presolicitation notice a DRAFT Request for Proposals (RFP) 70B06C25R00000019. This RFP is in DRAFT state and is not the final version. CBP is not soliciting quotes/proposals in response to the DRAFT documents, but soliciting feedback regarding inconsistencies, ambiguities, or information on requirements within the documents that do not align with standard industry practices. CBP may or may not act on or incorporate the recommendations. CBP does not intend to provide responses to any comments submitted. CBP is not reimbursing respondents for any information provided. Further, CBP does not guarantee an official RFP will result from this notice or draft version. All submissions become Government property.

Background
The Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP) is seeking proposals for a Laboratory and Scientific Services Directorate forensic laboratory information management system (LIMS).

The goal of this contract is to establish a single-award, firm-fixed price contract to enhance the capabilities of CBP's forensic laboratory operations.

Work Details
The contractor will be responsible for providing a comprehensive forensic laboratory information management system (LIMS) that meets the requirements outlined in the attached Statement of Work.
