The purpose of this amendment is to provide responses to questions directed to CBP regarding this requirement. Attached is file RFI ACE 2.0 Question and Answer_Complete.pdf that provides responses to all questions received.

Due to delays in CBP's response to the Q&A, submission deadline is being extended to 1pm ET September 22, 2023.

U.S. Customs and Border Protection (CBP) is conducting market research to gain a greater understanding of the industry's ability to provide the following:

  • Potential mature Distributed Ledger Technology (DLT) solutions
  • Prior experience in leveraging DLT solutions
  • Technological capabilities for DLT solutions
  • Supply chain systems integrated with DLT

The responses to the RFI will be used to evaluate DLT variants and enabling capabilities (e.g., blockchain, distributed databases, centralized and decentralized ledger and data storage solutions, directed acyclic graphs, smart contract protocols, etc.) available in the commercial marketplace. Additionally, the RFI responses will be used to begin evaluating past performance of DLTs in government and industry.

This is an RFI released pursuant to Federal Acquisition Regulation (FAR) Part 10 Market Research. This RFI's purpose is to obtain market information on viable sources capable of meeting one or more of the required capabilities including: industry practices, answers to specific questions, and industry comments. Once submitted, all RFI submissions become Government property and will not be returned. It is for informational purposes only.

THIS IS NOT A REQUEST FOR PROPOSALS (RFP). A solicitation is NOT being issued. The Government will not award a contract on the basis of this RFI, nor will the Government pay for any information submitted by respondents. All proprietary or sensitive corporate information must be clearly marked.

This announcement in no way obligates or commits the Government to acquire any product or service. There shall be no basis for claims against the Government as a result of information submitted in response to this RFI.

See attached ACE2.0_RFI.pdf" which includes Appendix A "CBP OT ACE 2.0 Background Information for background information on CBP's Trade Mission and identified issues. CBP seeks information from vendors that are able to provide capabilities that satisfy the requirements identified in Appendix A and corresponding questionnaire in Appendix B.
