Description

This is a combined synopsis/solicitation for commercial construction services prepared in accordance with the format in subpart 12, 13, and 36, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

The solicitation number is 70Z03326Q30475005 and is issued as a Request for Quotation (RFQ).

It is the government's intent to select for award to the one responsible quote which proposes a price that is fair and reasonable and provides the lowest priced, technically acceptable (LPTA) quote meeting the specifications of the requirement. If the lowest priced quote is not found to be technically acceptable, the contracting officer will evaluate the next lowest priced quote, and so on. Quotes determined to be incomplete or unreasonable will not be considered for award. Offerors shall submit the information required by Section L attached to this opportunity. Under FAR 4.1103 prospective contractor shall be registered in System Award Management (SAM) prior to award. Failure for contractor to be registered in SAM shall result in a contractor not being considered for award. Offers shall be submitted on company letterhead.

Description/Statement of Work/Specification: Please refer to attachment Statement of Work Tower Window and Roof Replacement .

A site visit will be mandatory for all interested offerors. All interested offerors must arrive no later than five minutes prior to the start time. Each offeror is required to visit the site to provide the government with an accurate and competitive offer. The site visit will be offered on Monday, July 20, 2026 at 9:00 AM (PDT). No other site visits will be offered. The site visit is mandatory to be considered for the contract. Background
The U.S. Coast Guard is issuing this solicitation for the replacement of tower windows and roof at the Cape Disappointment Station. The goal of this contract is to ensure the structural integrity and functionality of the station's facilities through necessary construction services. This project is set aside 100% for small businesses, emphasizing the agency's commitment to supporting small business participation in federal contracting.

Work Details
The contractor will perform the following tasks:

1) Remove and dispose of three existing windows on the tower;
2) Prepare window openings for new installations;
3) Install one new front window and two side windows, specifically Milgard Tuscany V400 8320T PW style windows;
4) Remove all debris caused by the work;
5) Remove the existing roof system, including base and wall flashings, down to an acceptable substrate, with disposal off-site;
6) Inspect and replace any wet or damaged decking on a Time and Material Basis with owner approval;
7) Remove existing coping;
8) Mechanically attach a layer of 1/4” Densdeck coverboard over the wood substrate;
9) Mechanically attach a new Durolast 50 Mil Durotuff PVC single ply membrane over the coverboard;
10) Adhere new Durolast membrane over all base and wall flashings;
11) Install new Durolast drain inserts at existing drain locations;
12) Install new Durolast Kynar Coping Cap flashing at perimeter walls;
13) Install new pipe boots at each penetration;
14) Obtain a roofing permit to be purchased by Dr Roof and paid for by the owner as a change order;
15) Provide a two-year contractor warranty and a fifteen-year NDL manufacturer’s warranty.
