Notice Type: Sources Sought - The purpose of this notice is to: (1) determine if sources capable of satisfying the agency's requirements exists, (2) determine if commercial items suitable to meet the agency's needs are available or could be modified to meet the agency's requirements, and (3) determine the commercial practices of company's engaged in providing the needed service or supply. Pursuant to FAR Part 6 and FAR Part 19, competition and set-aside decisions may be based on the results of this market research. This notice in no way obligates the Government to any further action.

Background
The U.S. Coast Guard is seeking sources capable of performing Drydock (DD) repairs for Coast Guard Cutters (CGC) 140 foot WTGB Buoy Tenders and their associated 120’ Barges. The solicitation aims to determine if commercial items suitable to meet the agency's needs are available or could be modified to meet the requirements. The notice does not obligate the Government to any further action.

Work Details
The requirement applies to all WTGB-140s and associated ATON-120 barges homeported within the Great Lakes and U.S. Coast Guard District 1. The primary mission of WTGB-140s homeported in District 9 is ice breaking and aids to navigation work on the Great Lakes. Similarly, the primary mission of WTGB-140s homeported in District 1 is ice breaking throughout the Northeast.
The solicitation outlines the restrictions and justifications for ship repairs based on their homeport locations. The anticipated period of performance is for a Base plus Four (4) Option Periods from 30 April 2024 through 29 April 2029, with requests for quotes expected to be issued around 31 January 2024 and contract award around 25 March 2024.

Period of Performance
The period of performance is anticipated to be from 30 April 2024 through 29 April 2029, with a Base Period from 30 April 2024 thru 29 April 2025 and four Option Periods following.

Place of Performance
The geographic locations where the contract will be performed include homeports within the Great Lakes (ST INGACE, MI; DETROIT, MI; SAULT STE MARIE, MI; STURGEON BAY, WI; CLEVELAND, OH) and U.S. Coast Guard District 1 (BAYONNE, NJ; ROCKLAND, ME).
