1.9.2 Data Acquisition
1.9.2.1 The contractor shall identify data sources that are relevant to PA initiatives.
1.9.2.2 The contractor shall negotiate data use agreements with data providers to ensure access to the necessary data.
1.9.2.3 The contractor shall manage the delivery of data to the PDE or other target databases for analysis.
1.9.2.4 The contractor shall ensure that all data acquisition activities comply with applicable laws, regulations, and policies regarding data privacy and security.
1.9.3 ETL Data Processing
1.9.3.1 The contractor shall transfer, transform, and load data identified by the Data Acquisition process into the PDE or other target databases.
1.9.3.2 The contractor shall ensure that all data processing activities follow best practices for data quality, integrity, and security.
1.9.3.3 The contractor shall document the ETL process for each dataset, including any transformations or cleaning steps performed.
1.9.4 Survey Collection
1.9.4.1 The contractor shall support the collection of survey data on the PDE survey platform.
1.9.4.2 The contractor shall design survey instruments in collaboration with subject matter experts.
1.9.4.3 The contractor shall administer surveys to targeted populations and manage survey response data.
1.9.4.4 The contractor shall analyze survey data to generate insights and findings for PA initiatives.
1.9.5 Operational Analytics and Research
1.9.5.1 The contractor shall conduct analyses to support operational decision-making, program evaluation, or other mission requirements.
1.9.5.2 The contractor shall develop research studies and methodologies to address specific research questions or objectives.
1.9.5.3 The contractor shall collect and analyze data to generate insights and findings for operational decision-making.
1.9.5.4 The contractor shall document research methodologies, data sources, and analysis techniques used in each study.
1.9.6 Visualization and Reporting
1.9.6.1 The contractor shall create recurring reports to support policy makers, managers, and other stakeholders in their operational decision-making.
1.9.6.2 The contractor shall develop data visualizations and dashboards to present complex data in a clear and understandable format.
1.9.6.3 The contractor shall ensure that reports and visualizations adhere to established standards for accuracy, clarity, and relevance.
1.9.6.4 The contractor shall provide regular updates on key performance indicators and metrics to stakeholders.
Overall, the Army Analytics Group Research Facilitation Laboratory (RFL) is seeking support in various areas including IT engineering/enhancement, empirical program assessment and evaluations, human subjects research for peer-reviewed publication, ad hoc Subject Matter Experts related to customer requirements, psychometric instrument engineering/enhancement and implementation, machine learning, data visualization tool sourcing/development/management, business intelligence and consulting, project management, data acquisition/ETL processing/survey collection/operational analytics/research/visualization/reporting support as part of their mission to provide program management for the Person-Event Data Environment (PDE) data system and conduct relevant research studies in direct support of the U.S Army and DoD senior leadership. These services will be performed within the PDE platform in Monterey, California with some virtual work as needed for emerging requirements that are narrowly focused or require specialized expertise not available on-site in Monterey. The RFL supports a wide variety of customers including the Office of the Secretary of Defense, U.S. Army offices, U.S. Navy, Naval Postgraduate School, Federally Funded Research & Development Companies (FFRDCs), and civilian universities working on behalf of DoD. The contractor will be responsible for tasks such as data management, analysis, research, project management, and providing subject matter expertise in various areas.
