The NTC Mission Support Services (NTCMSS) effort is required to provide services for direct support of training rotations which require realistic on-site training. Untis participating in training vary in size and composition, but are consistent with established company, battalion, brigade, joint and allied service structure. Forces Command installations (currently Fort Irwin, CA (NTC)and to a lesser extent, Fort Polk, LA (JRTC)) are the anticipated places of performance for all expected services. An average of (10) ten Rotational Training Units (RTU) utilize the services at NTC as well up to (5) five sporadic special training operations annually. All training exercises require 24 hour support from most of the services. Each service shall provide coverage to conduct business eight (8) hours a day Monday through Friday except Federal holidays during the non-training periods.

All services require different specially trained Subject Matter Experts (SMEs), advisors, system operators, training system maintainers, LAN maintainers and other specialty services to support the training mission at NTC. The diverse range of services required will be a challenge for any contractor to manage, integrate, orchestrate, and ensure that the training schedule is maintained.

This SPECIAL NOTICE is NOT a draft solicitation and no additional documents associated with a pre- or formal solicitation will be provided. Capability statements addressing requirement areas will be accepted through the stated due date. Contract line item (CLIN) type designations in Section B are anticipated; final CLIN type (FFP, COST, CPFF, etc.) will be established and included in any subsequent pre-/final solicitation.
