2 Dec 2022: Amendment 0005. The purpose of Amendment 0005 is to provide additional instructions in Addendum FAR 52.212-1 for revised proposal submissions. See minor highlights in yellow on attachment. No Extension to proposal due date was made.

18 Nov 2022: The purpose of Amendment 0003 is to extend due date to 8 Dec 2022 per request and highlight the changes made to Task Order 02 and Atch F Ordering Guide in red font for more efficient review. Due to award time line, no further extensions can be made. The language in the Professional Employee Factor was also updated to allow subcontractors to submit proprietary information directly to the Contracting Office. Amendment 0004 is an Admin amendment only made to correct the 1449 date not changed on Amendment 0003.

10 Nov 2022: The pupose of Amendment 0002 is to provide a revised RFP and extend closing date. Please see attached documents with revisions. Only offerors that submitted a prior proposal can respond.

17 Aug 2022: UPDATE: The award under this solicitation has been delayed and the new anticpated award date has moved to FY23. The source selection evaluation board is still ongoing. An amendment to the solicitation is anticipated.

03 May 2022: "The Government is only providing a more readable version of Attachment B as some questions may have been cut off on the previous version and correct RFP due date on Attachment B to match Amendment 0001. No other changes were made"

28 Apr 22: The purpose of this amendment is to provide responses to questions received along with revised documents.

The amendment documents are numbered Amendment 0001. Other changes prior to this amendment to the SAM.GOV RFP were for updates only. Update 1 provided missing Task Order PWSs. Update 2 provided a question period for the newly loaded Task Order PWSs and extended the due date to 25 Apr 22. Update 3 provided an update to Industry that the question period was closed and that another extension would be provided once responses to questions are posted. The last update-4 provided an extension to 13 May 22 pending review of responses to questions.

This amendment extends Proposal Due date to 17 May 2022. Please see amendment 0001 revised documents attached. A conformed copy of the RFP is also provided which incorporates Amendment 0001 changes into the RFP for easy of reading.

UPDATE ONLY: The Government is still reviewing all questions received. Responses will be posted once reviewed. Due to the length of review, the proposal due date is being extended to 13 May 2022.

UPDATE ONLY - Due to the recent publishing/posting of TASK ORDERs, the Government receipt date for questions pertaining to TASK ORDERS ONLY is re-opened with a deadline date of 11 April 2022. Also, the RFP closing date is extended to 25 April 2022.

UPDATE ONLY - This update provides TASK Order PWSs that were not loaded with the RFP. This update also informs all interested offerors that the Government is reviewing questions already received and anticipates posting responses on/around 11 April 2022.

The purpose of this update is to respond to questions about the need for a Facility Clearance (FCL) due to the fact that a future Task Order may require a Security Clearance. The PWS and RFP will be amended to state that the Facility Clearance is not needed at award. The Government is able to sponsor those that may not have an FCL. More information can be provided once all questions are received and responses posted. This update also provides a Pricing Matrix with unlock cells for the fully burden rates.

This is a non-personal services contract to provide course and instructor support services at Fort Sam Houston, Texas, in support of the U.S. Army Medical Center of Excellence (MEDCoE)/Department of Operational Medicine (DoOM).

Please submit questions on/before 28 Mar 2022 at 12 p.m. CDT and your RFP on/before 15 Apr 2022 at 1:00p.m. The Government will respond to all questions. And, please review all attached documents to understand the requirement.

This requirement is subject to the availability of funds (SAF) in accordance with FAR Clause 52.232-18, as funds are currently not available and are contingent upon Congress enacting appropriations.
