Subject: U.S. Army Graduate Program in Anesthesia Nursing (USAGPAN) University Affiliation Services in support of the U.S. Army Military Graduate Program at the U.S. Army Medical Center of Excellence (MEDCoE)

The U.S. Army Health Contracting Activity (USAHCA), Health Readiness Contracting Office (HRCO), Joint Base San Antonio (JBSA) - Fort Sam Houston, Texas intends to award a commercial Firm Fixed Price, Indefinite Delivery/Indefinite Quantity (IDIQ) Single Award, Sole Source contract with Firm Fixed priced CLINs for the services of Doctor Nursing Program (DNP) degree proffering to the Baylor University, 700 S. University Parks Dr, Waco, TX 76706-1003.

The requirement is for non-personal non-severable services of an accredited university who can proffer a DNP degree to students who successfully complete the advanced didactic and clinical practice phases of the USAGPAN DNP Program. The support will include services, materials, and qualified personnel to proffer doctoral degrees to students that meet established curricular requirements, enrollment of qualified students to the program, and administrative support in creating/storing/providing student transcripts. The contractor shall provide the services, qualified personnel and materials as described in the Performance Work Statement (PWS) necessary to award the required graduate credits and degrees for the USAGPAN Program prior to the first class start date as indicated in issued Task Orders. The Program consists of two phases. Phase 1 consists of 51 weeks of comprehensive didactic coursework and Phase 2 consists of 97 weeks of clinical experiences and additional didactic content. Phase 1 provides USAGPAN students with theoretical and applied statistical and quantitative skills and knowledge to enable them to understand and evaluate biomedical, scientific, and managerial research. Phase 2 consists primarily of clinical education and is conducted at eight medical treatment facilities (MTF) with their respective clinical enrichment sites. The Department of Defense and Veteran Affairs Phase 2 classes run simultaneously at all eight sites. Academic time for Phase 2 is allocated in accordance with the Program of Instruction (POI). Phase 2 students rotate through different areas within the MTF as well as to clinical enrichment sites outside of their own MTF.

The North American Industry Classification System (NAICS) code is 611310 Colleges, Universities, and Professional Schools. The HRCO intends to award a contract no later than February 2, 2023, for the services to begin 2 February 2023. It is anticipated that the Firm Fixed Price contract will have a base period of performance of 2 February 2023 through 1 February 2028 consisting of a five-year ordering period. The HRCO intends to solicit and negotiate only with the Baylor University, under the authority of Federal Acquisition Regulation 13.501-1(a)(2)(ii). This notice of intent is not a request for competitive proposals. A solicitation will not be published. However, any quotes, proposals, or capability statements received by 12:00 PM CDT on Friday, 10 March 2023 will be considered by the contracting officer.
