U.S. Army Environmental Command (USAEC) Environmental Data Management System (EDMS)

Background
The U.S. Army Environmental Command (USAEC) is responsible for executing environmental programs such as cleanup, conservation, compliance, and pollution prevention to support Department of Defense (DoD) readiness and promote Army environmental stewardship.

This contract aims to establish a secure and fully functional Environmental Data Management System (EDMS) that will facilitate the collection and analysis of environmental data, particularly focusing on drinking water and environmental matrices for chemical characterization, including Per- and Poly-fluoroalkyl Substances (PFAS).

The EDMS will provide real-time data to stakeholders and decision-makers in a transparent and collaborative manner.

Work Details
The contractor will provide an Environmental Data Management System (EDMS) and associated support services for multiple installations under the USAEC West and Pacific Division. Key tasks include:
1. Developing a secure database portal with web functionality.
2. Operating and maintaining the database across various locations: Joint Base Lewis-McChord (JBLM), McChord, WA; Fort Hunter Liggett (FHL), CA; and Yakima Training Center (YTC), Yakima, WA.
3. Collecting and analyzing drinking water samples from approximately 30 wells on JBLM that are tested quarterly for PFAS.
4. Supporting PFAS Remedial Investigation efforts by sampling various media including soil, groundwater, sediment, and surface water from multiple locations.
5. Establishing new monitoring wells as required during the investigation phases.

Place of Performance
The contract work will be conducted at multiple locations including Joint Base Lewis-McChord (JBLM), McChord, WA; Fort Hunter Liggett (FHL), CA; and Yakima Training Center (YTC), Yakima, WA.
