Description

The US Army Joint Munitions Command is seeking support services for the conventional ammunition Security Assistance program. The purpose of this acquisition is to facilitate the acquisition and transfer of standard and non-standard munitions and defense articles through the Security Assistance program, in support of US Foreign Policy. The contractor will provide intensive management and integrated logistical support and planning for standard and non-standard ammunition programming and tracking. They will also be responsible for data collection, analysis, reporting, case development, and FMS program execution using automated systems such as DSAMS, CISIL, APSMR, and LMP. The period of performance for this contract is 12 months from the date of award.

The work to be acquired includes strategic planning and studies, integrated logistical support, financial case management tasks, FMS requisition processing and tracking, FMS funds processing and tracking, processing and monitoring FMS acquisitions, arranging and monitoring FMS transportation, providing quality assurance information, providing post-delivery support to FMS customers, maintaining LOA information and documentation, creating/updating SharePoint Case Package and associated documents with LOA, preparation/management of LOAs, performing strategic planning/studies of FMS organizations and integrated logistics support. The contractor will also perform detailed analysis/evaluation of logistics concepts/systems integration/business process development for efficiency/effectiveness.

The place of performance for this contract is at the HQ Joint Munitions Command in Rock Island, Illinois. The contractor may also perform work at other government CONUS locations or at a Contractor Site located on RIA. Travel by the contractor is not anticipated but may be required on a cost-only basis if necessary. The contractor will be provided with office space, office products/equipment, administrative materials, access to a Government furnished computer/printer if performing at HQ JMC or other government site. If performing at the Contractor Site located on RIA, the government will provide a computer/access to the RIA network.

Notable requirements include personnel security investigation requirements, information assurance requirements, operations security requirements, and training requirements. Contractor personnel will be required to undergo background checks and obtain necessary clearances/access to government computer systems. They will also be required to comply with security and operations procedures, as well as complete various training programs related to antiterrorism, information assurance, and security awareness.
