Juvenile Detention Education Services for OJS   2

Background
The Bureau of Indian Affairs (BIA) is seeking to provide Juvenile Detention Education Services for the Office of Justice Services (OJS). The goal of this contract is to ensure that educational services are delivered effectively to juveniles in detention, complying with applicable laws and regulations, including the Free and Appropriate Public Education law (FAPE) and the Individuals with Disabilities Act (IDEA). This requirement is set aside 100% for Indian Small Business Economic Enterprises (ISBEEs), emphasizing the agency's commitment to supporting small businesses within the community.

Work Details
The contractor will be responsible for the following tasks:

1. Continue using the same education processes and education model that was in place in the previous education contract.

2. Provide an education plan detailing how services will be delivered by the first day of the contract.

3. Submit monthly reports as outlined in Attachment A.

4. Ensure compliance with FAPE and IDEA laws.

5. Utilize the Individual Plan for Academic Sustainability and Success (IPASS) from the previous contract.

6. Assess each juvenile using two instruments to determine academic levels and gather baseline data for reporting purposes.

7. Implement a variety of educational methodologies, including Odysseyware, project-based learning, resiliency lessons, differentiated instruction, and ESL strategies.

8. Provide training and technical assistance to BIA OJS personnel at least twice during the contract year upon request.

9. Offer technical assistance to Multidisciplinary Teams upon request from BIA OJS.

10. Respond to all data calls and inquiries from BIA OJS regarding educational matters, providing presentation materials as needed.

Period of Performance
Base Year: September 1, 2025 – August 31, 2026;
Option Year 1: September 1, 2026 – August 31, 2027;
Option Year 2: September 1, 2027 – August 31, 2028;
Option Year 3: September 1, 2028 – August 31, 2029;
Option Year 4: September 1, 2029 – August 31, 2030.
