See attachments for more information. --- This is notice is for Request for Proposals (RFP) 140D0420R0017 for Head Start Training and Technical Assistance Network posted by the U.S. Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD)-Herndon on behalf of the Office of Head Start (OHS) under the Administration for Children and Families (ACF) within the U.S. Department of Health and Human Services (DHHS). This notice is posted in accordance with Federal Acquisition Circular 2020-04 effective January 15, 2020. This solicitation is a Commercial Item Acquisition conducted under Federal Acquisition Regulation (FAR) Part 12-Acquisition of Commercial Items and FAR Part 15-Contracting by Negotiation under which the competitive range, if determined required, will be limited for efficiency. The NAICS code for this requirement is 541611 with a size standard of $15M. This acquisition is being competed as full and open competition on an unrestricted basis. All interested parties may submit a proposal by the deadline included herein. Offerors other than small business are required to submit a Subcontracting Plan in accordance with FAR 19.704-Subcontracting Plan Requirements. The competitive RFP, RFP amendments, and all questions and answers related to this procurement will be made available via the Internet at beta.sam.gov under RFP number 140D0420R0017. Potential offerors are responsible for accessing the web site. Questions regarding the RFP are due no later than March 17, 2020 at 3:00 PM ET. Responses to the RFP are due April 24, 2020 at 3:00 PM ET. Award of this requirement is anticipated by August 1, 2020. Interested parties must respond to the RFP in order to be considered for award of any resultant contract(s). The Government anticipates that twelve (12) Commercial, Time and Materials (T&M) type contracts will be awarded for an eleven (11) month base period and four (4), twelve (12) month option periods for a total of fifty-nine (59) months. This notice does not obligate the Government to make an award and the Government may cancel this solicitation at any time, if determined to be in its best interest. The RFP and associated attachments are provided with this notice. Place of Performance: The place of performance for contract staff, with the exception of staff who will be located in the Regional Offices, will be at a physical location within a state in the region for which the awarded contract is providing services. To provide economies of scale, the use of home offices is strongly encouraged. Virtual offices may not be substituted for a physical presence in the region. Services may be provided off-site, on-site, through virtual media, or a combination thereof.
