5-Year BPA for Lead-Free Training Services

Background
The U.S. Fish and Wildlife Service (Service) is seeking to establish a 5-Year Blanket Purchase Agreement (BPA) for Lead-Free Training Services as part of the Voluntary Lead-Free Initiative. This initiative is directed by the Department of the Interior Secretarial Order 3347, which aims to expand hunting and fishing access while promoting the use of lead-free ammunition to protect wildlife health. The program aligns with the Association of Fish and Wildlife Agencies’ Resolution 2025-02-05, supporting best management practices for reducing lead ingestion in wildlife.

Work Details
The contractor will be responsible for several key tasks under this BPA:

1. **Demonstration Engagement Events for Staff and Stakeholders Development**:
- Develop workshop agendas and materials tailored to local hunting practices.
- Schedule and promote public workshops that include presentations on lead-free ammunition science, followed by field demonstrations.
- Coordinate with wildlife agency partners to provide technical training on wildlife health and voluntary programs.
- Provide leadership at each engagement event and develop outreach materials.

2. **Incentive Engagement Portal Administration, Validation, and Distribution of Incentives**:
- Assist in developing an incentive portal to validate applications and distribute incentives.
- Monitor the portal for timely validation of hunter eligibility and purchases.
- Distribute incentives via pre-paid debit/gift cards and communicate with participants regarding their application status.
- Conduct evaluations and report on participation metrics.

3. **Staff Training**:
- Develop and deliver training sessions for Service staff on the Initiative’s objectives, including webinars and in-person workshops.
- Create training materials that cover environmental issues, outreach strategies, and how staff can lead local workshops.
- Implement post-training evaluations to assess participant feedback.

Period of Performance
The contract is projected to begin in June 2026, with a base year lasting one year followed by four option years extending through June 2030.

Place of Performance
Various geographic locations across the National Wildlife Refuge System (NWRS) as determined by the U.S. Fish and Wildlife Service.

Bidder Requirements
Bidders must demonstrate experience in developing educational programs related to wildlife conservation, possess knowledge of lead-free ammunition initiatives, have capabilities in managing incentive programs, and provide qualified personnel to conduct training sessions. Specific qualifications or certifications may be required for staff involved in training delivery.
