This solicitation constitutes a request for proposal for an Indefinite Delivery/Indefinite Quantity (IDIQ), Performance-Based contract for Grounds Maintenance services at Tyndall Air Force Base (AFB), Florida. The Contractor shall provide non-personal services, to include all personnel, equipment, tools, supervision, and other items and services necessary to ensure that grounds maintenance is performed at Tyndall AFB in a manner that will promote the growth of healthy grass, trees, shrubs, and plants and present a clean, neat, and professional appearance In Accordance With (IAW) the Performance Work Statement (PWS). Work shall comply with government and commercial standards. All work performed by the contractor shall be performed in accordance with the work performed by the contractor shall be performed in accordance with all applicable laws, regulations, Headquarters Air Force standards, instructions and commercial practices. This solicitation will result in a firm-fixed priced contract with a five (5) year ordering period 01 July 2023 to 30 June 2028. This requirement is being solicited as a competitive 8(a) small business set-aside. The North American Industry Classification System (NAICS) code 561730, Landscaping Services, applies to this acquisition. The size standard is $7.5 million. The contract award will be made based on under Best Value trade Off (FAR 15.101-1). All instructions for submitting quotes will be provided in the solicitation. The entire solicitation has been made available only on SAM.gov. Paper copies will not be available. Potential offerors are responsible for monitoring this site for the solicitation and any subsequent amendments. Work Details

Tasks include mowing and edging improved grounds during growing (April 1 - September 30) and non-growing seasons (October 1 - March 31), maintaining semi-improved grounds including cemeteries and remote sites, managing bird air strike hazard areas, maintaining unimproved grounds, vegetative beds, inert beds, rock beds, surface drainage ditches, emergency tree pruning/trimming and removal.

Special cuts and lawn renovation are also required. Emergency services must be provided within one hour of notification to minimize damage and mitigate hazardous conditions.
