Commander Submarine Force Atlantic (CSL) Maintenance and Modernization Type Commander (TYCOM) Staff Support, TYCOM Staff Maintenance and Modernization, 3M Program Manager Assistant, Calibration, Submarine Metrics and Modernization, Consolidated Test, Measurement, Diagnostic Equipment Readiness Assessment (CTRA), Planning and Policy Senior Analyst and Diesel Electric Submarine Initiative (DESI) Officer, TYCOM Financial Systems Analyst, Logistical Support, and Manpower and personnel readiness. Technical support applicable to the PWS for COMSUBLANT and subordinate activities including the development of Standard Operating Procedures (SOPs) and configuration, equipment validation when applicable. This support shall be for COMSUBLANT maintenance and modernization programs IAW the Joint Fleet Maintenance Manual (JFMM), Ship's Maintenance and Material Management (3M) System Policy (OPNAVINST 4790.4 series), Navy Modernization Program Management and Operations Manual (SL720-AA-MAN-030), and Alterations to Ships Accomplished by Alteration Installation Teams (AITs) (NAVSEA Tech Spec 9090.310 series).

Background
Commander Submarine Force Atlantic (CSL) is responsible for providing the required personnel to facilitate the execution of maintenance, configuration, equipment validation and policy planning on all assigned units. The TYCOM is responsible for direct oversight of the material condition, 3M Program Management, calibration, metrics, Test Equipment, Planning, and North Atlantic Treaty Organization (NATO), Financial System Support, Submarine Financial Force Plans and Policy, manpower and personnel readiness, and modernization work to maintain assigned SUBLANT units ready for tasking. The persons who will support this contract are vital to the overall planning and execution of maintenance and policies at all East Coast submarine homeports. As well provide required Logistical Support to COMSUBLANT subordinate sea and shore activities.

Work Details
The contractor shall provide technical support applicable to the PWS for COMSUBLANT and subordinate activities including the development of Standard Operating Procedures (SOPs) and configuration, equipment validation when applicable. This support shall be for COMSUBLANT maintenance and modernization programs IAW the Joint Fleet Maintenance Manual (JFMM), Ship’s Maintenance and Material Management (3M) System Policy (OPNAVINST 4790.4 series), Navy Modernization Program Management and Operations Manual (SL720‐AA‐MAN‐030), and Alterations to Ships Accomplished by Alteration Installation Teams (AITs) (NAVSEA Tech Spec 9090.310 series). The contractor will also provide technical support for overarching submarine force and Navy Plans and Policy development. The contractor shall also support DESI Fleet Exercises, assist in implementation of program policies, fleet-wide training with foreign diesel‐electric submarines, and assist in execution of the Chief of Naval Operation (CNO) submarine force engagement. Additionally, the contractor will provide technical support for overarching submarine force and Navy Financial Plans and Policy development. The contractor shall also provide enlisted manning and Personnel Tempo (PERSTEMPO) monitoring for COMSUBLANT and subordinate sea and shore activities under their area of responsibility. To provide required material support through Fleet Cannibalization (CANNAB) procedures to COMSUBLANT and subordinate sea and shore activities under COMSUBLANT's area of responsibility.

Period of Performance
Performance is estimated to commence around 24 April 2024. The anticipated period of performance will include services through 23 October 2029.
