Description

This action was awarded as an 8(a) Sole Source Set-Aside under the authority of section 8(a) of the Small Business Act.

    1. In accordance with these specifications the Contractor shall supply all plant, labor, materials, appurtenances, equipment, shop facilities, supervision, tools, staging, scaffolding and any other items necessary to complete the herein specified gate and conduit liner repair measures at the Two Rivers Dam.
      The Contractor shall verify all existing conditions, dimensions, and quantities prior to start of work. The Contractor is encouraged to propose their most cost-efficient solution to best meet the requirements of the Statement of Work.
      This project consists of painting the Service Gate contained within the gate chamber of the Two Rivers Dam and the Downstream Conduit Liner. The existing paint coating on the gate has partially failed. The Contractor shall remove old paint by abrasive blasting. The Gate Chamber and conduit are considered permit-required confined spaces due to one exit/egress point. The Gate chamber is accessible only by ladder. Fall protection will be required ascending and descending to and from the Gate Chamber. The descent is approximately 85 to 90 feet with five levels at 18 feet between each landing. The gate chamber is sometimes subject to little air flow. The chamber is approximately 6' x 7' high and contains a 1 Ton Jib crane. When the gate is in the down position, it can be accessed via the outlet works conduit from the upstream or downstream side. The conduit is 550 feet in length and has an average height of 6' and a 4' width. The enclosed space will necessitate the Contractor installing an air exchange system in addition to the existing passive air vents utilized by the dam maintenance personnel. The dimensions for the Service Gate are approximately 8' x 5'. The dimension for the conduit liner is 5' x 7' for the sides and 5' x 4' for the top and bottom.

The Contractor shall have proper training and experience working in permit required confined spaces. The contractor will need to provide their own qualified confined space standby rescue team. Hazardous conditions and atmospheres that may be generated by the work to be performed in the confined space must be mitigated and workers properly protected. All work must be performed in compliance with all pertinent OSHA regulations and Corps of Engineers Safety Regulations as a minimum. The work covered by this section includes the precautions to be taken for the protection of workers and the environment during conduct of work tasks necessary to complete project scope of work. The paint and/or primer on the metal components of the gates have not been inspected for paint containing lead, however, the service gate was blasted and recoated in 2006 and it is assumed that lead paint was not used at that time. The Contractor is required to comply with all requirements of Occupational Health and Safety Administration (OSHA) Regulation 29 CFR 1926.62 during the project. In addition, the Contractor is required to comply with all requirements of the State of New Mexico Environmental Department, Hazardous Waste Bureau (NMED) waste regulations during the handling of the waste. Variations from the Scope of Work require Contracting Officer and Project Manager approval and will be considered where advantageous to the Government
