This is a combined synopsis/solicitation for 420 (50/lb) bags of Citric Acid prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

Solicitation number 12639523Q0223 is issued as a request for quotation (RFQ).

This solicitation and incorporated provisions and clauses are in effect through Federal Acquisition Circular (FAC) 2023-04. The complete text of any of the clauses and provisions may be accessed in full text at https://www.acquisition.gov

This is a Total Small Business Set-aside with the associated NAICS Code of 325199, All Other Basic Organic Chemical Manufacturing, with a size standard of 1,250 employees. The PSC is 6810. The Government will award a firm-fixed-price contract or a FAR 13.303 BPA order resulting from this combined synopsis/solicitation.

Requirement Description:

CLIN 0001, Unit of Measure: EA (Each Citric Acid Delivery) , Qty: 2:

USDA APHIS PPQ Mexican Fruit Fly (MexFly) Rearing Facility for the last 28 years has been rearing fruit flies in the Rio Grande Valley. The current production of pupae is currently set at 100 million pupae per week. The citric acid is used to balance the Ph of the fruit fly diet. USDA APHIS PPQ currently has a requirement for two deliveries of 210 (50/lbs) bags of Citric Acid to be delivered FOB destination to Edinburg, TX. The first delivery of 210 bags is needed on 07/18/2023 and the second delivery is needed on 09/20/2023, the total of the two deliveries will result in 420 (50/lbs.) bags. The Specifications are as follows:

  1. Specifications: Citric Acid 99% USP FCC Grade - The citric acid is used to balance the Ph of the fruit fly diet. The citric acid must be USP FCC, grade pure enough to use in making foods. Product must be Anhydrous FCC grade and in the granular version.
  2. Requirements: Each Citric Acid delivery shall consist of 210 (50 lb) bags. Product shall be packaged in 50-pound paper bags. The shipment shall be palletized and shrink wrapped on the pallet. The shrink-wrapped pallets shall have not more than 40 bags per pallet. Delivery shall be made on 07/18/2023 and 09/20/2023. Items shall be shipped FOB destination to the address listed below.
  3. Location: The contractor shall deliver line item 0001 FOB Destination to the following address: U.S. Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Plant Protection Quarantine (PPQ) Moore Air Base, 22675 North. Moorefield Road, Edinburg, TX 78541

Interested vendors must submit:

1) Quoter name, contact information, SAM Unique Entity ID number and verification of SAM.gov registration

2) Unit Pricing

3) Product Country of Origin (see also Buy American Certificate, 52.212-3(f))

4) Proof of technical acceptability by providing:

a) A complete product description (to include manufacturers data sheet containing the specifications of the product) that shows the proposed product to be supplied meets the technical requirements of the contract. Product description information must show the product form.

b) Confirmation that delivery can be made by the requested dates.
