The Jet Propulsion Laboratory (JPL) is seeking information from qualified vendors regarding their capability to provide two-axis Thruster Gimbal Assembly (TGA) mechanisms now or in the near-term that could meet the requirements outlined in the RFI attachment below.

This RFI is for planning purposes only and does not constitute a solicitation or commitment to procure any services. Neither JPL nor the U.S. Government will be responsible for any costs incurred by you in furnishing any information. Responses received will be carefully reviewed by JPL and may be considered as part of a future solicitation. Prospective subcontractors are advised that any information provided shall be deemed to be furnished with unlimited rights to JPL, with JPL assuming no liability for the disclosure, use, or reproduction of such data. The requested information is intended to be shared by JPL with internal JPL requesters.

This RFI is to also gather information of potential qualified sources and to obtain your business size relative to the following NAICS code: 336414 Guided Missile and Space Vehicle Manufacturing with a size standard of 1,300 employees. Responses to this RFI may be used by JPL to make appropriate decisions regarding a Small Business Set-Aside procurement.

All responses shall be submitted by 3:00 PM Pacific Time on July 17, 2026 electronically to the undersigned.

Below are some critical dates as it pertains to this Request for Information (RFI):

  • Written RFI Questions are due by June 24, 2026, via submission to the undersigned by email. No written questions will be accepted after June 24, 2026.
  • JPL will respond to written questions by July 8, 2026.
  • As stated above, all responses shall be submitted by 3:00 PM Pacific Time on July 17, 2026.

Background
The Jet Propulsion Laboratory (JPL), managed by Caltech, is NASA's center for robotic exploration of the solar system. JPL is currently developing two high-performance, long-life kilowatt-class Hall thruster models for deep-space small satellite missions. This Request for Information (RFI) aims to gather information on two-axis Thruster Gimbal Assembly (TGA) mechanisms that can meet specific requirements for thrust vector control and spacecraft attitude management.

Work Details
Vendors are requested to provide information on their capability to supply two-axis TGA mechanisms that meet the following specifications:
1. Angular range per axis: +/- 15 degrees minimum
2. Angular pointing accuracy: +/- 0.1 degrees or better
3. Mass: ≤ 5 kg
4. Mounting footprint: < 24 cm x 24 cm
5. Height: ≤ 15 cm
6. Power consumption: maximum < 20 W, idle < 5 W
7. Input voltage: 28 V nominal
8. Minimum operating temperature: -40 C
9. Position locking capability required for launch.

Additionally, vendors should provide details on actuator type, control electronics architecture, position sensing approach, slew rates, response times, and compatibility with MaSMi and NASA-H71M thruster specifications including mass and mounting interface requirements. Environmental survivability details such as launch vibration tolerance, thermal vacuum conditions, radiation tolerance, and operational lifetime must also be included.
