Description

This Scope of Work (SOW) defines the requirements for the acquisition, delivery and commissioning of two portable DER - Photovoltaic (PV) and Battery Energy Storage System (BESS) to support the Federal Aviation Administration (FAA) critical National Airspace Systems (NAS) facilities. The system will provide a modular, rapidly deployable, and resilient emergency energy solution to ensure uninterrupted power supply for the FAA in both remote and contingency scenarios.

The Contractor's scope for this project will provide two commercially available, pre-engineered PV+BESS solutions, minimize field installation time, support autonomous or hybrid operations, and integrate seamlessly with existing FAA facility power service entrance. The two portable systems must be transportable via freight or truck delivery methods and capable of 3rd party connection with FAA Remote Monitoring and Management (RMM) system via Modbus RS485 to monitor system status and performance.

The Contractor must provide a complete turnkey solution encompassing system supply, documentation, user training, and technical support. The solution must be proven field-deployable, and ready for immediate operational use with no significant design or development required

Background
The Federal Aviation Administration (FAA) is seeking to acquire two Portable Distributed Energy Resource (DER) units, specifically Photovoltaic (PV) and Battery Energy Storage Systems (BESS), to support critical National Airspace Systems (NAS) facilities.

The goal of this contract is to provide a modular, rapidly deployable, and resilient emergency energy solution that ensures an uninterrupted power supply for the FAA in both remote and contingency scenarios.

Work Details
The contractor is required to deliver two commercially available, pre-engineered PV+BESS solutions that minimize field installation time, support autonomous or hybrid operations, and integrate seamlessly with existing FAA facility power service entrance.

The systems must be transportable via freight or truck delivery methods and capable of third-party connection with the FAA Remote Monitoring and Management (RMM) system via Modbus RS485 for monitoring system status and performance. Each unit must include:
- Factory-assembled and tested PV+BESS unit housed in a ruggedized, weather-resistant structure
- Integrated microgrid controlled power management and monitoring capabilities
- Compatibility with backup generator connectivity
- Sufficient seismic rating for tropical regions
- Designed for minimal maintenance and support 24/7 operations in all environmental conditions, including austere or off-grid locations.

The contractor must also provide a complete turnkey solution encompassing system supply, documentation, user training, and technical support. The solution must be proven field-deployable and ready for immediate operational use with no significant design or development required.

Place of Performance
The systems will be delivered to FAA critical National Airspace Systems facilities, including locations such as Georgetown Bahamas.
