TURNPOINT LITEHOUSE FURNANCE REPLACEMENT
Background
The Bureau of Land Management (BLM), San Juan Islands National Monument, is issuing this solicitation for the Turn Point Lighthouse Furnace Replacement project located on Stuart Island, San Juan County, WA.

The project aims to replace two aging propane-fired furnaces in the basement of the Turn Point Keepers Quarters to ensure safe, reliable, and energy-efficient heating compatible with the facility's remote, off-grid conditions. The existing furnaces are nearing the end of their operational life and must be replaced to maintain safe occupancy for staff and volunteers.

Work Details
The contractor shall furnish all labor, materials, equipment, transportation (including marine transport), tools, disposal, and supervision necessary to complete the following tasks:
1. Equipment Supply: Provide two new high-efficiency propane furnaces with a minimum 95% Annual Fuel Utilization Efficiency (AFUE), appropriately sized to match existing heat loads. Units must be rated for operation in coastal/marine environments and comply with applicable codes.

2. Removal & Disposal: Safely disconnect and remove the two existing propane furnaces and properly dispose of or recycle old equipment according to state and federal regulations.

3. Installation: Install both new propane furnaces in the existing mechanical room, ensuring compatibility with existing ductwork or modifying connections as needed. Replace or update venting to meet manufacturer and code requirements.

4. System Start Up and Testing: Perform full operational testing and system safety checks including combustion efficiency verification.

5. Training & Documentation: Provide on-site orientation for BLM personnel on operation and maintenance procedures along with all manufacturer manuals.

Period of Performance
The contractor shall begin performance within 10 calendar days after receiving award and complete it within 180 calendar days.
