PRE-SOLICITATION NOTICE
TURBINE REHABILITATION AND GENERATOR REWIND
NORFORK POWERHOUSE
WHITE RIVER BASIN, ARKANSAS
U.S. ARMY CORPS OF ENGINEERS (USACE)
W9127S21R0001, Turbine Rehabilitation and Generator Rewind at Norfork Powerhouse, will be advertised using Full and Open Competition under the North American Industrial Classification System (NAICS) Code 237990, Other Heavy and Civil Engineering Construction. The small business size standard is set at $39,500,000.
This solicitation will be issued utilizing FAR Part 15 as a Request for Proposals (RFP). Proposals will be evaluated via the Best Value Trade Off method and will result in a firm fixed-price construction contract. The Magnitude of Construction is between $25,000,000.00 and $75,000,000.00.
The requirement being procured under this solicitation includes the rehabilitation of turbine generator units 1 and 2 and shall include the replacement of the existing turbine runner and the rewind of its corresponding generator. The work will require the removal of the turbine runner and rewind of the generator, and replacement or rehabilitation of other components as required in the specifications. All design calculations, plans and specifications were performed by the Government; however, design for the replacement items is required to assure compatibility with all other components. There will be no design/alterations to the existing Government facility, unless specified in the construction contract.
The Norfork Power Plant is located on the Norfork River in Arkansas near the city of Salesville, AR. The original primary purposes of the Norfork project were for flood control and hydropower. The project started producing power online in 1944. There are two vertical axis, single cast, 17 bucket, Francis type turbines installed at the powerhouse each with a discharge diameter of 145.56 inches and synchronous speed of 128.6 RPM. The turbines were manufactured by the S. Morgan Smith Company with a rated output of 42,000 horsepower (31.32 MW) at rated head of 160 feet. The existing turbines have exceeded their expected design life.
W9127S21R0001 will be issued around September 29, 2021, via Government Point of Entry (GPE), www.sam.gov. Amendments to the solicitation will be issued via the GPE as well.
