Background
The Performance Work Statement describes the basic objectives of clearing encumbrances on select properties adjacent to Lake Success to ensure that the Tule River Spillway Enlargement Project can operate as designed once construction is complete. The contract provides potential offerors the flexibility to develop cost-effective solutions and propose innovative alternatives to meet the stated objectives. The work will be evaluated based on a Quality Assurance Surveillance Plan (QASP) which includes indicators of success for each of the performance objectives.

Work Details
The contract requires the removal of old perimeter fencing, electrical panels, stock ponds, residences, outhouse, orchards and trees, corrals, water trough, cattle scale, hay barn and barn pad, power poles, propane tanks, irrigation piping, and wells. Maintenance and establishment tasks include reporting and cleanup. The Contractor must prepare plans including a Quality Control Plan (QCP), Accident Prevention Plan (APP), and Storm Water Pollution Prevention Plan (SWPPP). They are also responsible for obtaining all necessary permits and providing SWPPP and BMPs.

Period of Performance
The contract period consists of a base period of 6 months from the date of contract award. The target schedule indicates that all work will be completed within 183 days from the start date.

Place of Performance
The construction sites are around Lake Success in Porterville, CA on 31 different parcels. Rights of entry to all sites will be provided to the contractor.
