Background
The Military Sealift Command Norfolk, Strategic Sealift Program Support Office is issuing this Request for Proposals (RFP) N3220526R6111 for vessel(s) capable of meeting specific transportation requirements.
The goal of this contract is to secure a U.S. Flag, ocean-going certified tug to tow a U.S. Army Runnymede-Class Large Landing Craft (LCU) from Fort Eustis, Newport News, VA to Yokohama, Japan.

Work Details
The contractor will provide one U.S. Flag, ocean-going certified tug capable of towing one U.S. Army Runnymede-Class Large Landing Craft (LCU).
The LCU has a displacement of 1,087 LT, a length of 174 feet, a beam of 42 feet, and a maximum draft of 9 feet.
The contract includes the following tasks:
1. Ensure the tug is built in 1970 or later and has sufficient bollard pull to tow the LCU at a minimum speed of six knots under specified conditions.
2. Complete the mission within four days from the port of departure to the destination.
3. Conduct a pre-tow conference at Fort Eustis with required attendees including MSC representatives and an Independent Marine Surveyor (IMS).
4. Provide detailed technical evaluations and oversight to ensure compliance with the U.S. Navy Towing Manual.
5. Prepare and submit a comprehensive towing package for review prior to commencement of tow.
6. Issue position/status reports during transit as specified.
7. Coordinate Panama Canal Transit on a reimbursable basis.
