Background
The Military Sealift Command (MSC) Norfolk, specifically the Strategic Sealift Program Support Office, is issuing this solicitation for proposals to support their mission of providing transportation services for military cargo.

The goal of this contract is to secure a U.S. flag, Jones Act-compliant tug capable of towing a T-EPF vessel from Pearl Harbor, HI to Brownsville, TX.

Work Details
The contractor will provide one U.S. flag, Jones Act-compliant, ocean-going certified tug capable of towing the T-EPF FALL RIVER in accordance with the U.S. Navy Tow Manual. The requirements include:
1. Towing one T-EPF vessel with a displacement of 2,500 LT, length of 337 ft. 11 inches, beam of 93 ft. 6 inches, and max draft of 12 ft. 7 inches.
2. Departure from Naval Base Pearl Harbor, HI and destination at Brownsville, TX.
3. A laytime of four days for the entire mission.
4. Special requirements include:
- The tug must be built in 1970 or later.
- Sufficient horsepower and bollard pull to maintain a minimum tow speed of 6 knots under Beaufort 5 conditions.
- Fully bunkered for the voyage with stops for fuel authorized.
- Internet and satellite phone capability.
- Services of an Independent Marine Surveyor included in the offer price.
- Provision of necessary towing equipment and compliance with safety regulations as per COLREGS and U.S. Navy guidelines.
- A pre-tow conference at Naval Base Pearl Harbor prior to towing.
- Submission of a comprehensive towing package for government review before proceeding on the mission.

Period of Performance
The contract performance period will commence on or about September 5, 2025, with laydays canceling on September 15, 2025.
