Description

Please see attached Sources Sought Notice N32205-26-PM4-067.

Background
The Military Sealift Command (MSC) Norfolk, Strategic Sealift Program Support Office, is conducting market research through this Sources Sought Notification No. N32205-26-PM4-067. The purpose is to gather information regarding the price and availability of a U.S. flag, ocean-going certified tug capable of towing the ex-Juneau (LPD-10) in accordance with the U.S. Navy Tow Manual (SL740-AA-MAN-010) for Exercise Valiant Shield 26. This request for information is not an offer and does not commit to pay any costs incurred in preparation or submission.

Work Details
The contractor will provide a U.S. flag, ocean-going certified tug for one voyage to tow the ex-Juneau (LPD-10). Key requirements include:

1. Towing specifications:
- Displacement: 17,326 LT
- Length: 570’
- Beam: 100’
- Max Draft: 34’

2. Departure from Pearl Harbor, HI with an intermediate stop in Guam for one week before proceeding to the Marianas Island Testing and Training Surveillance Area, approximately 250NM southeast of Guam.

3. The tug must be built in 1970 or later and have sufficient bollard pull to tow at a minimum speed of six knots under Beaufort 5 conditions without hull cleaning or propeller removal.

4. The contractor must ensure fuel capacity is adequate for the mission duration, which includes standby time without refueling for approximately thirty days post-sink exercise completion.

5. A pre-tow conference at Pearl Harbor is required prior to towing, with specified attendees including representatives from MSC and the LPD-10 vessel.

6. An Independent Marine Surveyor (IMS) must be engaged by the contractor to oversee operations and ensure compliance with safety standards.

7. Position reports must be provided electronically during the mission.

8. Conduct at-sea personnel transfers and facilitate U.S. Navy training on the towed vessel during its stay near Guam.

Period of Performance
The contract work is scheduled to commence on or about May 18, 2026, with significant activities occurring until approximately June 26, 2026.

Place of Performance
The contract will primarily be performed at Pearl Harbor, HI; Guam; and approximately 250NM southeast of Guam.
