TSA is posting Amendment A00001 to the Request for Proposal (RFP), initially posted on May 11, 2023, for the Nationwide Network of Medical Services (NNMS) affiliates requirement. It includes the Government's response to questions received by the May 25, 2023 deadline, as well as updated attachments in response to those questions and answers.

6/14/2023 UPDATE:
TSA has received, and is continuing to review, all questions submitted by the May 25, 2023 deadline. Responses are taking longer than expected due to further internal analysis and review. At this time, TSA has an expected timeframe of posting responses by mid to late-July. As a result, the proposal due date for this notice will be extended. The updated proposal due date will be announced with the Government response. Please stand by for further announcements posted here.

The Transportation Security Administration (TSA) requires a Nationwide Network of Medical Services (NNMS) affiliates within twenty-five (25) miles of each airport and Federal Air Marshall Service (FAMS) Field Office, for TSA candidates and employees to attend medical exams and drug testing locally.

Background
The Transportation Security Administration (TSA) was established with the enactment of the Aviation and Transportation Security Act (ATSA) of 2001. The mission of the TSA is to protect the nation’s transportation systems while ensuring the free movement of people and goods.

The TSA requires a Nationwide Network of Medical Services (NNMS) affiliates within twenty-five (25) miles of each airport and Federal Air Marshall Service (FAMS) Field Office, for TSA candidates and employees to attend medical exams and drug testing locally.

Work Details
The contractor will be responsible for:
1. Conducting specified medical examinations, including physical examinations, color vision testing, distance vision testing, hearing testing, and drug specimen collection according to TSA Medical and Psychological Guidelines.
2. Making medical eligibility and drug testing eligibility determinations for employment candidates.
3. Managing an appeal process for candidates regarding eligibility determinations.
4. Providing appropriate medical review of covered employees’ self-certifying electronic medical questionnaires.
5. Performing medical exams and testing in accordance with TSA guidelines and making medical eligibility determinations for various positions such as Transportation Security Officers (TSO), Federal Air Marshals (FAM), Transportation Security Specialists – Explosive Detection Canine Handlers (TSS-EDCH), Transportation Security Specialists – Explosives (TSS-E), and Criminal Investigators (CI).
6. Providing a secure candidate medical tracking capability during the adjudication process to track candidate progress against TSA’s medical guidelines.

Period of Performance
The contract will consist of a base period of performance lasting 12 months, with options for additional periods also lasting 12 months each.

Place of Performance
The services will be performed at locations within twenty-five (25) miles of each airport and FAMS Field Office across the United States.
