The U.S. Department of Health and Human Services (HHS) is committed to advancing the interoperability of health information technology (health IT). In the 21st Century Cures Act (Cures Act), Congress identified the importance of interoperability and directed ONC to work with federal agencies within HHS and convene public-private and public-public partnerships to develop or support a trusted exchange framework, including a common agreement among health information networks nationally. The Trusted Exchange Framework, Common Agreement, Qualified Health Information Networks (QHINs) and QHIN Technical Framework (QTF) are distinct components of TEFCA. The purpose of this contract is to advance TEFCA in service of improving nationwide interoperability. Additional details are included in attached solicitation documents.

Background

The purpose of this contract is to advance TEFCA in service of improving nationwide interoperability.

Work Details
The contractor is required to perform various tasks including:
- Project kickoff meeting
- Project work plan
- Program progress updates
- Update common agreement
- Develop and update SOPs and common agreement resources
- Update technical documents
- Review applications
- Conduct onboarding activities
- Make QHIN designation determinations
- Monitor QHINs and make determinations regarding QHIN noncompliance
- Evaluate TEFCA sustainability
- Develop and update additional future SOPs and common agreement resources
- Additional future technical documents (e.g., implementation guides)
- Pilots to test TEFCA requirements for implementation.
The period of performance for the task order shall be for a Base period of twelve (12) months plus 4 Option Periods of twelve (12) months.

Period of Performance
September 1, 2023 through August 31, 2024

Place of Performance
The work performed under this task order shall be performed at the Contractor’s site.
