Description

SYNOPSIS - NOTICE OF INTENT TO SOLE SOURCE. This synopsis is hereby issued in accordance with FAR Part 5.203 in response to the mandatory requirement for a 15-day notification. The purpose of this synopsis is to announce the Naval Air Warfare Command Aircraft Division (NAWC-AD) intends to issue a Cost Plus Fixed Fee (CPFF) performance based services delivery order under Basic Ordering Agreement N0042123G0005 to Dayton T. Brown, Inc., 1175 Church Street, Bohemia, NY 11716, for providing Triton MMS Support Services.

This Performance Work Statement (PWS) defines the overarching research and development; modification, and associated logistics; operational deployment; and maintenance support requirements for the Special Missions Mobile Mission Systems (MMS) capability. The MMS capability is provided by the complete system of systems capability between the MMS trailer system, the airborne component, integrated test laboratories and the ground segment components. The primary scope will center around the MMS trailer system but may include requirements for the other segments. These systems are designed for rapid reconfiguration to support a variety of missions and are deployed globally. The development of new variants and systems modifications and reconfigurations will be defined based on real time deployed feedback, planned upgrades and urgent theater deployment requests requiring new capabilities to meet emerging threats. Deployments range from short term, several weeks, to long term exceeding a year in duration. Deployment dates, duration, and capability notifications will range from short notice urgent deployment with less than five business days' notice to several months advance notice. This PWS outlines Naval Air Systems Command's (NAVAIR's) Non-Recurring Engineering (NRE), integration and upgrade, procurement, installation, test, training, and MMS Certification & Accreditation (C&A). The PWS includes tasking for the upgrade, sustainment, and repair of legacy/fielded Mobile Mission Systems and system of systems for Triton domestic and Australian assets; to include Grounds Stations, laboratories and aircraft capabilities.

Background
The Naval Air Warfare Command – Aircraft Division (NAWC-AD) intends to issue a Cost Plus Fixed Fee (CPFF) performance based services delivery order under Basic Ordering Agreement N0042123G0005 to Dayton T. Brown, Inc., for providing Triton MMS Support Services. This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c) (1), as implemented by 6.302-1, ‘Only one responsible source and no other supplies or services will satisfy agency requirements.’
