*MARKET RESEARCH* SOURCES SOUGHT NOTICE FOR NAVY INERTIAL NAVIGATION ESGN SUPPORT SERVICES FOR THE

TRIDENT II (D5) FLEET BALLISTIC MISSILE (FBM) PROGRAM

N00030-23-R-6002

This is a SOURCES SOUGHT notice. This notice is NOT a Request for Proposal (RFP). No solicitation exists at this time. The Strategic Systems Programs (SSP) seeks a Cost Plus Fixed Fee (CPFF) and Cost Plus Incentive Fee (CPIF) type Technical services contract for Navy Electrostatically Supported Gyro Navigator (ESGN) for the TRIDENT II (D5) Fleet Ballistic Missile (FBM) Program. The applicable NAICS code for this requirement is 334511.

PURPOSE OF NOTICE:

The Sources Sought is being used as a Market Research tool to determine potential sources prior to determining the method of acquisition and issuance of a possible RFP. The Government is not obligated and will not pay for any information received from potential sources as a result of this notice. We are only requesting capability statements from potential contractors at this time.

RESPONSE DEADLINE:

Interested sources shall submit a capability package by November 18, 2021 at 12:00pm (EST) (10 pages or less) containing: 1) Company Name and Address; 2) Company Point of Contact; 3) Email Address; 4) Phone Number; 5) Specifics addressing the tasking listed below and company's capability; 6) Specifics addressing existing subject matter expertise on Inertial navigation equipment technical services, modification, repair, refurbishment, and operation support for the Electrostatically Supported Gyro Navigator (ESGN) for the TRIDENT II (D5) FBM Program; 7) Related past performance; and 8) General corporate information.

Responders should indicate which portions of their response are proprietary and should mark them accordingly. Failure to provide a response does not preclude participation in any possible future competitive RFP for which a business is eligible to participate in, if any is issued. It is the responsibility of the interested businesses to monitor the Government Point of Entry website for additional information pertaining to any potential acquisition.

PERIOD OF PERFORMANCE:

The current proposed Period of Performance is estimated to cover two (2) years, starting October 1, 2022.

REQUIREMENT:

Specific performance requirements will be for technical services, modification, repair, refurbishment, and operation support of the TRIDENT II (D5) United States (U.S.) Electrostatically Supported Gyro Navigator (ESGN) and related components. The procurement provides for FY 2023 requirements and will contain options for FY 2024 requirements. Support will also include TES for development of the follow-on inertial navigator. Any contractor must possess the necessary test facilities and workforce that provide support to the Ship Submersible Ballistic Nuclear (SSBN) fleet without a break in service.

Facilities and U.S. citizen personnel must have a Top Secret Clearance, and be International Traffic in Arms Regulations (ITAR) compliant. In addition, prospective sources should be able to receive, generate, modify and store classified documentation.
