Description: This Request for Proposal (RFP) is a follow-on acquisition to the current TRICARE Pharmacy contract (TPharm4) that is expected to end in April 2022. The TPharm program provides pharmacy benefits for the Military Health System (MHS) by providing access to prescription medications through a retail pharmacy network, dispensing prescriptions at the mail order pharmacy (MOP), and adjudicating Military Treatment Facility (MTF) prescriptions with all other prescriptions using a central patient profile reflecting transactions at all points of service.

This is a full and open competitive source selection, using best value trade-off procedures in accordance with Federal Acquisition Regulation (FAR) 15.3, Source Selection, as supplemented by the Defense FAR Supplement and the DoD Source Selection Procedures (2016). The contract awarded will be a hybrid consisting of Fixed-Priced, Fixed-Price Incentive, and Award Fee line items. The contract will have an 18-month base period for transition-in, seven 1-year option periods for health care delivery, a one year-long concurrent contract period for transition-out activities, and a potential 6-month extension of services permitted per FAR Clause 52.217-8, Option to Extend Services, for a potential total period of performance of 9 years.

All responsible sources may submit a proposal. Proposals are expected to be due by 4:00 p.m. (mountain time) on 15 October 2020.
